Those agencies consist of 5-law enforcement agencies, 15 fire departments and 1 county-wide ambulance service. We also work very closely with the University of Iowa PD. The JECC also works with Federal, State and other local public safety agencies including our bordering county partners. The JECC radio system supports approximately 967 public safety radios and approximately 500 non- public safety radios along with connectivity to the SARA network which shares resources with approximately 23 counties spanning from Des Moines to Davenport and as far north as Waterloo and Dubuque, )ECC Oil J ECC Governing Board AA%, -5N11W-F: kv5 7-member Policy Board farmed in November 2047; when the )ECC 28E was signed by all member entities. The Policy Board approves the operational budget, resolutions and provides direction to the Executive Director who carries out the day to day operations of the association. Current Policy Board members are: Meghan Foster - Chairperson (Coralville) Chris Hoffman —Vice Chair (North Liberty) Royceann Porter— (Johnson County) Laura Bergus— (Iowa City) Brad Kunkel - (Johnson County) Shawn Harmsen - (Iowa City) ioave Wilson - (EMA Commission) JECC Oil JECC Advisory Committees . ..:. .. 5 User Advisory Committee (UAC) — Comprised of end user agency representatives as defined in the JECSA Bylaws. The UAC and JECC Staff work together on standardized policies and procedures for the dispatch services that we provide to all user agencies. Recommendations from the UAC are brought to the Policy Board by the Executive Director as necessary. Emergency Medical Dispatch (EMD) Review Committee - The EMD Review Committee discusses and reviews general compliance of our Emergency Medical Dispatching and assists with new policy development and reviews and revises current policy. The Johnson County Medical Director is also part of this committee as they serve as the medical director for the JECC. Emergency Medical Dispatch/ 1feeoil Medical Director JECC provides a service called emergency medical dispatch. All dispatch staff are emergency medical dispatch certified and provide callers with pre-arrival medical instructions based on a standard questioning framework to determine a chief complaint and then provide a pathway to intervention before responders arrive on-scene. Staff have to recertify every two (2) years on EMD. The JECC Emergency Medical Dispatch program is also signed off on by the Johnson County Medical Director. The Medical Director is a paid position through the Johnson County Ambulance Service (J CAS) and is also appointed by JCAS. The Medical Director signs off on our procedures for providing pre-arrival medical instructions to callers before responders arrive on scene. They also authorize us to take additional steps in the pre-arrival instructions before responders are on scene; ie; advising the giving of aspirin for chest pain. JECC Oil Dispatcher Training AA%, -5N11W..:. ..v5 Dispatchers go through an approximate 6-month on the job training program before they are assigned to work on their own. In the first month, dispatchers sit through an in-house 2 week academy to learn our processes and receive an overview of our systems before they get assigned to their trainer and start working on the dispatch floor. During their first month we also try to certify new dispatchers in CPR and Emergency Medical Dispatch. New dispatchers also go to the Iowa Department of Public Safety for one-day to get IOWA Systemf NCIC certified. Within the first year of hire; all new dispatchers must attend the 44-hour ILEA Basic Telecommunicator Course in Des Moines or a regional location to get certified by the State of Iowa. New hires are monitored for approximately 6 months by a Certified Training Officer (CTO} and develop skillsets in the following categories- -Call taking -Law dispatch -Fire/EMS Dispatch ]ECC 911 Calls for Service Assignment Most calls for service originate by phone at the JECC either by a 911 call or from a call on the non- emergency "routine" line. The other way calls for service are generated is by officer initiated activity in the field. Dispatchers face challenges on almost every Call they take because we are usually receiving little information from callers who may not have firsthand information and we have to make quick decisions based on the information as it's explained to us. Dispatchers first assign a call type to the call and the information that they receive and type it into a call for service to be dispatched to the appropriate public safety agency for a response. JECC 911 911 or 988 Response AAA °.,�..W` 988 call centers are separate from the 911 dispatch center. We work with our local agencies on procedures to forward 1311 calls that meet 988 diversion criteria based an the diversion flowchart. We went live with this process on July 5, 2023. 911 calls that come into the JECC where callers are experiencing a mental health crisis are screened according to the 911/988 Diversion Flowchart and dispatched accordingly. Calls where no Exclusionary Criteria are present are forwarded to 988. In our experience we are finding that callers who are experiencing a crisis and calling 911 are in the stages of actively trying to harm themselves, someone else or are in need of immediate medical attention based on our flowchart; which requires an immediate response from law enforcement or paramedics. Locally, once responders are on scene they may request Mobile Crisis to be dispatched for an in- person response. Multiple phone calls may he logged under the same CAD call for service if they are related to the same event.
