HomeMy WebLinkAboutAssistant Superintendent - RefuseUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Assistant Superintendent – Refuse Department: Public Works Division: Resource Management Supervisor: Resource Management Superintendent FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2701 Job Summary Assists the division supervisor in directing and managing the operation of the City's curbside refuse, yard waste, food waste and recyclables collection, the City’s drop-off recycling sites, special pickup of white goods and bulky items, the contracted recycling vendor contract, oversight of the East Side Recycling Center and other assigned Resource Management programs. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Plans, schedules, assigns, and reviews the work of division staff. • Plans solid waste collection daily and weekly work schedules and programs. • Assures compliance of City solid waste collection operations with local, state and federal laws. • Develops budget requests and division goals. • Plans and approves division operating expenditures in compliance with budgetary guidelines. • Performs daily problem-solving activities in the office and on-site regarding Resource Management operations. • Prepares and manages the reporting activities and documentation relating to Resource Management operations. • Reviews division programs, studies, and surveys. • Prepares an annual division statement outlining the yearly goals, accomplishments, statistics and services provided. • Responds to requests and questions from customers and the general public. • Oversees operations at the East Side Recycling Center. • Participates in the Division’s Environmental Management System meetings. • Investigates problems with collection and disposal. • Interacts with private haulers and property owners to resolve related problems in the Central Business District alleys and other public spaces. • Administers consultant contracts. Updated: August 2025 (Admin Review) • Manages refuse, recycling and organics cart ordering, placement, delivery and maintenance and researches and writes specifications for refuse carts. • Maintains positive rapport with surrounding communities and keeps up to date on the industry standards. • Works cooperatively with all City divisions to maintain order in residential areas and compliance with the City solid waste ordinance. • Maintains accurate records of safety training, material safety data sheets and hepatitis shots for Refuse Maintenance Workers. • Orders and stocks adequate personal protective equipment and first-aid supplies. • Ensures routine maintenance is done on all Solid Waste equipment. • Researches new and updated equipment. • Assists in long range planning of resources and routes. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. Experience in refuse or similar operations. • Satisfactory driving record. Valid State of Iowa commercial driver’s license instruction permit upon first day in position. Valid State of Iowa Class B commercial driver’s license with air brake endorsement within 6 months of hire. National Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300 within two years of hire. Meet federal drug testing requirements. Requires a pre-employment drug screen is required. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abilities • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Ability to perform mathematical calculations for figures and amounts such as discounts, interest, proportions, percentages, area, circumference, volume, and basic geometry. • Ability to quickly learn landfill operations, refuse, recycling and organics collection, and laws pertaining to safety and solid waste operations. • Ability to read and interpret blueprints, technical manuals, government regulations, research journals and other written materials. Updated: August 2025 (Admin Review) • Ability to read, measure, and calculate types and sizes of materials needed for solid waste collection activities and the ability to reason the amount of time that will be used in the process. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Ability to write reports, business correspondence, and procedure manuals. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
