Job Summary
Under direction, designs and administers Public Works projects. Provides advanced technical
engineering problem solving and design work. Writes specifications and contracts and serves as
project leader on a wide variety of infrastructure projects.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Analyzes infrastructure problems in Public Works projects; develops solutions; and
makes recommendations to the City Engineer and Director of Public Works.
• Serves as project team leader for infrastructure projects.
• Oversees the surveying, design, drafting and construction inspection of Public Works
projects.
• Schedules and monitors work activities of assigned project team members.
• Assists in establishing rules, procedures, and standards for administering Public Works
projects.
• Performs technical design and engineering, prepares specifications and contract and
construction documentations using computer-aided design, computer software and
engineering calculations.
• Maintains detailed notes about projects for the purpose of audit review and payment
preparation.
• Monitors project expenditures and payments.
• Oversees and assists with permitting process for projects involving federal, state and
local agencies.
• Writes technical engineering specifications, contract documents, and consultant
agreements.
• Administers projects through all phases including planning, design, scheduling, and
construction.
• Performs Public Works project cost estimating for budgetary and bidding purposes.
• Prepares easement and property acquisition documents and negotiates easements and
property acquisitions.

• Reviews engineering calculations, plans, plats, and construction drawings prepared by
private consultants.
• Assists in development of capital improvement program and budget.
• Provides public information for Public Works plans and issues, responds to public
inquiries and complaints; or refers to appropriate persons.
• Attends City Council meetings; answers questions; presents project updates.
• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience. Degree in Civil Engineering.
• Must successfully pass 8-hour Fundamentals of Engineering exam within six months of
hire. Valid State of Iowa driver's license with satisfactory driving record. National
Incident Management System Training ICS 100, IS 700 within two years of hire. Must be
18 years of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and two years of related
experience; or six years of related experience and/or equivalent combination of
education and experience. Experience in civil engineering.
Knowledge, Skills, and Abilities
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to effectively present information and respond to questions from groups of
managers, City staff, and the general public.
• Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.
• Ability to make decisions in stressful situations and communicate effectively.
• Ability to perform technical engineering calculations.
• Ability to read and interpret plans and specifications, blueprints, easement documents,
engineering reports, design manuals and contract documents.
• Ability to reliably and predictably carry out duties.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of construction methods and materials.
• Knowledge of engineering and land surveying principles and practices.
• Knowledge of street, storm and sanitary sewer design.
• Skill in engineering problem solving and conflict resolution.
• Skill in managing complex projects.
• Skill in technical writing.

• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook) and various engineering design software.
Supervision
No supervision of direct reports.

While performing the duties of this job, the employee is occasionally exposed to moving
mechanical parts, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock,
vibration, and traffic hazards. The employee is occasionally exposed to outside weather
conditions, dampness, direct sunlight, dust, pollen, insect stings, and animals. The noise level in
the work environment is usually loud. Involves some exposure to stress due to the work
environment and/or crisis situations.
