Job Summary
Calculates, tracks, and manages metrics, data, and processes supporting City and community
climate action initiatives. Participates in development of programs and projects for the Office of
Climate Action and Outreach and supports implementation of the City’s Climate Action and
Adaptation Plan. Analyzes data and ensures accuracy of metrics and completes annual
greenhouse gas inventory. Effectively assesses future needs to meet City and community goals
for climate action and social equity. Serves internal and external customers, requiring the ability
to make technical information easy to understand. Identifies innovative solutions and
demonstrates measurable progress on goals. Fosters collaborative implementation of special
projects and programs. Clearly communicates verbally and in writing, comfortably adjusts to
different audiences, and creates narratives, project summaries and technical reports.
Essential Job Duties and Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Develops, coordinates, implements, and monitors climate action and carbon emissions
reduction activities among City departments, City Council, external agencies and
partners, community organizations, residents and businesses, with a focus upon
implementing the City’s Climate Action and Adaptation Plan and enhancing community-
wide energy efficiency and resource conservation programs.
• Compiles, tracks and analyzes environmental and community data for the purpose of
promoting equity-driven climate action and for generating and explaining technical
reports and summaries for City staff, City Council and the public.
• Supports the Climate Action and Outreach Office and other City staff in their mission to
enact meaningful promotion, engagement, and initiatives for climate action activities,
especially as they facilitate equitable access to climate action resources and education
for under-represented groups.
• Establishes, participates in, advises and coordinates City work groups and community
committees in developing goals, metrics and action plans to reduce energy consumption
and emissions.
• Identifies and implements practical measures for monitoring and sharing goal progress.

• Provides technical assistance, compiles records, and researches policies, programs and
initiatives.
• Administers, coordinates, monitors expenditures for special projects as assigned, related
to energy use, alternative transportation, and carbon emissions reduction, including
grant or loan program administration.
• Works with staff on data collection, analysis and report writing that summarizes climate
action progress, greenhouse gas emissions reduction, natural gas and electricity usage,
buildings and transportation system efficiency.
• Engages regularly with community and regional committees, organizations, and informal
groups as representative of City of Iowa City to build relationships with the public and
connect climate action activities with community issues and initiatives.
• Assists the activities of the Climate Action Commission, providing City information and
resources, as needed.
• Works with Green Iowa AmeriCorps team facilitating weekly meetings and project
guidance.
• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs all other related duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Degree in
Environmental Policy or Studies, Urban Planning, Public Administration/Policy or related.
Experience in sustainability and climate action, engineering, environmental monitoring,
data analytics, community planning, facilities management, or related.
• Valid State of Iowa driver’s license with satisfactory driving record required. Must be 18
years of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience. Experience with Geographic Information Systems (GIS).
Bilingual proficiency.

• Ability to analyze technical and statistical information and formulate practical plans and
solutions to a problem.
• Ability to build positive and inclusive relationships with persons of varying backgrounds,
knowledge, and abilities.
• Ability to develop and present mathematical information, statistical data, and financial
estimates.

• Ability to input data and information into a computer database or other electronic
platform, skill in using computers and applicable software applications (Microsoft Office
– Word, Excel, Outlook).
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to read, analyze, and interpret specialized reports and grant application rules,
general business periodicals, professional journals, technical procedures, or
governmental regulations.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Knowledge of greenhouse gas emissions and/or carbon emissions reduction techniques.
• Knowledge of how building construction or facility operations impact energy efficiency
and carbon emissions generation.
• Knowledge of how to complete greenhouse gas inventories and monitor progress.
• Skill in active and meaningful listening with ability to interpret intended meaning of
messages.
• Skill in data management and analysis.
• Skill in establishing and maintaining effective working relationships with members of the
public and City staff.
• Skill in oral and written communication and information organization.
• Skill in technical writing and business correspondence.
Supervision
No supervision of direct reports.

The noise level in the work environment is usually moderate. Duties are generally performed in
an office setting with a controlled environment. The job requires sitting for extended periods of
