Position Title: Communications Technician – Cable TV

Job Summary
Under general direction, schedules programming to play on City Channel 4, maintains the
citychannel4.com website, including video streaming and archiving, and InfoCast Channel 5’s
interactive video-on-demand system and assists with special projects.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Develops and maintains the CityChannel4.com website and YouTube channel, managing
video and audio content, creates content indices for City Council meetings.
• Creates and researches weekly video programming schedules for City Channel 4 and
manages video files and video playback system.
• Maintains video and graphic content on the InfoCast video-on-demand service and
ensures it is operational 24 hours a day.
• Maintains and makes recommendations concerning in-house computer networking of
computers and support for personal computers, editing stations, digital playback, and
digital capture systems. Oversees media file storage and maintains local and cloud-based
backups.
• Researches and provides advice on future direction for cable television and on possible
application of emerging technology.
• Analyzes and reports on website and InfoCast system usage and develops strategies to
increase value to and use by cable TV subscribers and viewers.
• Develops and maintains production database, scheduling, and reporting software.
• Ensures databases are properly organized; gathers information to be added to system.
• Develops microsites and specialty applications for City website and intranet site.
• Performs routine computer maintenance and troubleshooting working with ITS staff.
• Develops graphics and imagery for InfoCast channel 5, City Channel 4, City Hall digital
signage and the Communications Division.
• Researches and recommends purchases for computers, other equipment, and software
applications.
• Uses drone technology for videography and photography needs.

• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs all other related duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution and one year of related
experience; or three years of related experience and/or equivalent combination of
education and experience. Degree or coursework in Computer Science, Communications
or Media Art.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Experience
with systems operation, graphic arts, web design, digital video, drone video and
photography, Apple computer systems or related.
• FAA Remote Pilot License.
Knowledge, Skills, and Abilities
• Ability to apply common sense understanding to carry out instructions furnished in
written, oral, or diagram form.
• Ability to apply principles of logical thinking to define problems, collect data, and draw
valid conclusions.
• Ability to deal with problems involving several concrete variables in standardized
situations.
• Ability to perform complex mathematical computations used in computer programming.
• Ability to prepare written reports and presentations.
• Ability to read and interpret technical material, operating and maintenance instructions,
and procedure manuals.
• Ability to reliably and predictably carry out duties.
• Ability to speak effectively before groups of customers or employees of organization.
• Ability to troubleshoot phone network, computer network, computer hardware and
software problems.
• Knowledge of phone systems, computer, networks, computer programming and video
and audio production.
• Skill in graphic arts and public relations.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook, Powerpoint).
• Skill in written and oral communications.
