HomeMy WebLinkAboutCommunity Service OfficerUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Community Service Officer Department: Police Division: Field Operations Supervisor: Patrol Watch Supervisor FLSA: Non-Exempt Civil Service: Yes Pay Grade: 6 Job Number: 0603 Job Summary Under general direction, assists the public and department personnel with parking enforcement, traffic direction, animal services, and non-emergency services; assists with Station Master duties. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Provides excellent customer service. • Enforces parking regulations via routine patrol and issues tickets for parking violations. • Assists the general public with non-emergency services such as stalled vehicles, directions, tow truck service and vehicle unlocks for emergency incidents only. • Answers complaints and provides general information regarding City services. • Assists stranded motorists. • Directs traffic at traffic emergency sites, special functions or at fixed post. • Moves and sets up radar trailer at various locations. • Collects stray and wild animals and transports animals to the appropriate location. • Dispatches information to police, fire and ambulance personnel via two-way radio. • Assists department personnel in the impounding and storage of vehicles. • Completes minor crime and non-action field reports, as assigned. • Picks up and releases bicycles and other property that is abandoned, found or stolen. • Assists departmental personnel in the performance of their duties, as requested including transporting vehicles for maintenance, reporting faulty traffic signals and hazard conditions and assists with Station Master duties. • Substitutes in absence of Crossing Guards. • Conducts fingerprinting. • Assists with inventory of equipment and supplies and resupplying vehicles for readiness (AEDS, medical kits, insurance, fire extinguishers). • Provides court and messenger services and performs other miscellaneous clerical and delivery duties. • Provides credible testimony when needed. Updated: August 2025 (Admin Review) • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • High school education or G.E.D. and seven to twelve months of related experience or training; or equivalent combination of education and experience. Experience in customer service and computer use. • Cardiopulmonary resuscitation and automated external defibrillator certification within one year of hire. National Crime Information Center Certification within six months of hire. Valid State of Iowa driver's license with satisfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • High school diploma or G.E.D. and one year of related experience or training; or equivalent combination of education and experience. Experience in law enforcement or emergency dispatch. Knowledge, Skills, and Abilities • Ability to acquire an adequate working knowledge of the emergency communications dispatch system. • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. • Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. • Ability to compute rate, ratio, and percent. • Ability to deal with problems involving a few concrete variables in standardized situations. • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. • Ability to operate police radio and police vehicles. • Ability to operate emergency communication equipment in dispatch center. • Ability to read and understand written materials, maps, and street signs in order to record work activities, keep records, or work with a computer. • Ability to reliably and predictably carry out duties. • Ability to write simple correspondence. • Knowledge of City street locations, parking and traffic regulations. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). • Skill in using tools and equipment used in minor auto modifications.
