HomeMy WebLinkAboutConstruction Inspector IIUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Construction Inspector II Department: Public Works Division: Engineering Supervisor: City Engineer FLSA: Non-Exempt Civil Service: Yes Pay Grade: 12 Job Number: 1201 Job Summary Under general direction, conducts on-site inspections of Public Works projects and subdivision improvements including materials testing, recordkeeping, and preparation of pay estimates. Prescribes action for conformance to code and standards. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Conducts on-site inspections of construction projects including storm sewers, water mains, sanitary sewers, paving, sidewalks, and soil erosion control measures and ensures project compliance with City codes and ordinances. • Works with geotechnical consultants on field tests. • Identifies noncompliance issues associated with specifications and the inspected construction areas and informs appropriate parties of lack of compliance with City standards. • Identifies construction plan requirements needing adjustments to meet field conditions; coordinates these adjustments with contractor and project engineer. • Compiles extensive field notes detailing inspection projects and reports progress including daily quantity of work completed; prepares necessary documents and paperwork for federal project compliance; tracks billings for inspection hours, maintains files and reports. • Participates in plan review and cost estimating. • Performs drafting work as needed, including record drawings of completed projects. • Prepares pay estimates, conducts material tests and approves or disapproves alternate construction methods. • Makes on site decisions involving subgrade repair, PCC removal, pipe grade and alignment, etc. • Meets and communicates daily with contractors and engineers regarding Engineering projects. • Designs and prepares plans, specifications, and cost estimates for basic Public Works projects. • Responds to questions and complaints from the public. Updated: August 2025 (Admin Review) • Assists survey crew on projects, as assigned. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. Experience in construction inspection or related field. • Valid State of Iowa driver's license with satisfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. • State of Iowa Department of Transportation certifications in Level 1 and 2 Aggregate, Level 1 PCC and Level 1 HMA. Knowledge, Skills, and Abilities • Ability to detect defective materials and workmanship. • Ability to effectively present information and respond to questions from groups of managers, City staff, and the general public. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Ability to perform mathematical functions in order to review contractor compliance with standards. • Ability to read and interpret plans, specifications, blueprints, easement documents, design manuals, pay estimates, technical information, or government regulations. • Ability to record concise field notes and report progress. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of asphalt, concrete, soils and erosion control. • Knowledge of civil engineering principles. • Knowledge of construction methods, materials, plans and specifications. • Knowledge of surveying methods. • Skill in drafting, surveying, and design. • Skill in the use of a variety of machines, including personal computers, air meter and slump cone. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and various engineering design software.
