HomeMy WebLinkAboutDeputy City ManagerUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Deputy City Manager Department: City Manager’s Office Division: City Manager ’s Office Supervisor: City Manager FLSA: Exempt Civil Service: No Pay Grade: 34 Job Number: 3401 Job Summary Assists the City Manager in a broad range of projects, programs and other activities involving city government administration. Manages City Departments and Divisions, as well as other operations as assigned. Aids in determining collective bargaining strategies. Coordinates the review and revisions of the City’s operating and capital budgets along with the Finance Director. Serves as Acting City Manager in the absence of the City Manager. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Communicates and coordinates with administrative staff at all levels regarding issues involving City services including complaints, problems, policy issues and service delivery. • Prepares for and attends City Council meetings, follows up meeting agenda with staff; communicates with Council members. • Maintains daily contact with various City staff personnel, City Council members, and the general public and responds to requests and complaints. • Makes presentations and represents the City and City Manager at various meetings. • Serves in interim Department Director roles as assigned by the City Manager. • Coordinates and participates in collective bargaining, contract proposals, negotiations, impasse process and other personnel related matters. • Leads the budget review process with the Finance Director, works with departments to refine budget requests as appropriate and assists in presentation of the budget to governing body. • Monitors and authorizes budget expenditures for the Divisions supervised. • Prepares correspondence and administrative materials including reports, collective bargaining materials, policy statements, contracts and agreements, requests for proposals and resolutions. • Manages special projects as assigned by the City Manager. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs all other related duties as assigned. Updated: August 2025 (Admin Review) Minimum Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educational institution and five years of related experience; and/or equivalent combination of education and experience. Advanced degree in Public Administration, Urban Planning, Business Administration, or related. Experience in municipal government. • Valid State of Iowa driver’s license with satisfactory driving record required. Must be 18 years of age. Must pass criminal background check. Must reside in the municipal limits of the City of Iowa City. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educational institution and seven years of related experience; and/or equivalent combination of education and experience. Supervisory experience in municipal government. Knowledge, Skills, and Abilities • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. • Ability to deal with a variety of abstract and concrete variables. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to develop and present mathematical budget information. • Ability to effectively communicate, both orally and in writing, to residents, the City Council and employees. • Ability to effectively present information to top management, public groups, and/or boards of directors. • Ability to read and understand technical materials, financial reports, legal documents, reports and journals and prepare administrative documents. • Ability to reliably and predictably carry out duties. • Ability to work with mathematical concepts such as probability and statistical inference. • Ability to write speeches and articles for publication that conform to prescribed style and format. • Knowledge of principles and techniques of public administration. • Skill in management, decision making, written and verbal communication, public relations, and interpersonal relations. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Responsible for the overall direction, coordination, and evaluation of a department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
