HomeMy WebLinkAboutDevelopment Services SpecialistUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Development Services Specialist Department: Neighborhood & Development Services Division: Development Services Supervisor: Development Services Coordinator FLSA: Non-Exempt Civil Service: Yes Pay Grade: 12 Job Number: 1210 Job Summary Provides information, guidance and assistance to the general public relative to land use regulations and municipal code requirements for Iowa City. Investigates reports of potential code violations and follows up confirmed violations to ensure citizen compliance with City code requirements. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Responds to questions and provides information to the public, City staff and governmental agencies to assist them in understanding building, zoning, and housing regulations. • Receives and investigates complaints regarding zoning and subdivision code violations. follows up confirmed violations with correspondence, phone calls and court action, as needed. • Assists in scheduling inspections for Building Inspectors. • Maintains complete and accurate records on all code violations and court decisions; maintains document database for all building and complaint cases. • Receives, reviews, and administers a variety of building, zoning, and subdivision permits or cases; receives and records fees and issues permits. • Issues and tracks sign erector licenses. • Maintains and produces monthly and yearly building permit statistics. • Assists in coordinating and implementing new procedures designed to improve division office operations; prepares and submits documents, handouts, memos for public or staff outlining new or revised procedures to the Neighborhood & Development Services Director for approval. • Prepares evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required. • Prepares a variety of written reports, memos and correspondence. • Assist in the drafting of zoning and subdivision amendments to the City Code. • Patrols assigned areas in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determines proper method to resolve violations. Updated: August 2025 (Admin Review) • Maintains and monitors licensing inspections for approving liquor licenses. • Acts as minute taker for Board of Appeals; submits approved minutes to City Council. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. • Valid State of Iowa driver’s license with satisfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. • Certification by the International Code Council (ICC) as Permit Technician (T6). Knowledge, Skills, and Abilities • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, and area. • Ability to deal with problems involving several concrete variables in standardized situations. • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Ability to perform basic mathematical computations, calculate bid tabulations and perform feasibility analysis. • Ability to read and understand federal, state, and local regulations and program procedures, professional journals, technical procedures, or governmental regulations. • Ability to reliably and predictably carry out duties. • Ability to write manuals, correspondence and bid specifications, reports, and business correspondence. • Knowledge of applicable federal, state and local housing regulations and codes, including the Iowa City Housing Code, Uniform Building Code, Iowa City zoning code, Americans with Disabilities Act, and Lead-Based Paint Prevention requirements. • Knowledge of construction methods and materials and related hazards. • Skill in evaluating housing conditions. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and ability to troubleshoot computer and software problems.
