HomeMy WebLinkAboutEconomic Development CoordinatorUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Economic Development Coordinator Department: City Manager’s Office Division: Economic Development Supervisor: City Manager FLSA: Exempt Civil Service: No Pay Grade: 30 Job Number: 3016 Job Summary Functions in an Assistant City Manager role with an emphasis on Economic Development. Recommends, implements, and advocates policies and programs to further the economic development of Iowa City. Researches, compiles, analyzes, and reports demographic and economic data. Maintains relationships with the local business community including effectively collaboratively with business, community and tourism organizations as well as Self-Supported Municipal Improvement Districts. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Works with the Greater Iowa City, Inc., Think Iowa City, local Self Supported Municipal Improvement Districts, the University of Iowa and others in promoting the City as a viable business location. • Represents the City Manager’s Office, as assigned, on a range of organizational issues and initiatives. • Represents the City’s economic development efforts and policies to the business community, other levels of government and the general public. • Assists developers and prospective companies with commercial and industrial development projects. • Advises the City Council and appropriate boards and commissions regarding economic development projects and reports findings and recommendations documented in staff reports. • Provides regular staff support to the City Council Economic Development Committee. • Compiles and maintains economic indicators to aid in local decision-making and tracking of progress toward established City goals. • Researches and analyzes various study assignments including market area analysis, fiscal impact analysis, economic base analysis, and population estimations and projections and prepares written reports. • Recommends measures regarding economic development projects and proposals and ensures compliance with City economic development principles. Updated: August 2025 (Admin Review) • Prepares grant applications and other planning documents related to economic development. Monitors grant award agreements when applicable. • Provides regular staff support to the Public Arts Advisory Committee. • Leads analysis on requests for public financing. • Leads development of incentive programs, such as Tax Increment Financing (TIF), tax abatement and grant programs, monitors and tracks activity. • Responds to special requests for information from the public and answers inquiries regarding demographic and economic data and available economic development programs. • Assists other City staff with projects requiring demographic and economic data. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs all other related duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and three to five years of related experience; or seven to nine years of related experience and/or equivalent combination of education and experience. Degree in Business, Community Development/Planning, Public Administration or related. Experience in business, economic development, community development, or related. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and six years of related experience; or ten years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abilities • Ability to analyze and critique plans and financial information and formulate and present technical reports. • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to develop and present mathematical budget information. • Ability to effectively communicate, both orally and in writing, to residents, the City Council and employees. • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. • Ability to read and understand technical materials, financial reports, legal agreements and documents, reports and journals and prepare administrative documents. • Ability to reliably and predictably carry out duties. • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Updated: August 2025 (Admin Review) • Ability to work with mathematical concepts such as probability and statistical inference. • Knowledge of development process and local government operations. • Knowledge of economic development programs and analysis techniques. • Knowledge of principles and practices of economic development, business, and public administration. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision No supervision of direct reports.
