Job Summary
Under direction, installs, repairs and maintains electronic traffic controllers, vehicle and
pedestrian detection equipment, video monitoring equipment, computer systems and other
hardware used in traffic control. Installs and maintains streetlights and collects traffic count data
as needed.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Conducts routine preventive maintenance on traffic control equipment.
• Troubleshoots and repairs electronic traffic controllers, loop amps, video detection
equipment, video monitoring cameras and other hardware used in traffic control.
• Confirms fiber communications are working for intersections and cameras.
• Operates a platform lift truck, a utility truck, bobcat, concrete saw, backhoes and boom
truck.
• Repairs and installs streetlights including lamp, ballast, pole and underground electrical
wiring.
• Perform maintenance, repairs, installations and upgrades for traffic signals, including
bases, conduit, wire, poles and controller cabinet.
• Adjust signal timings and update coordination timings in Tactics.
• Collects traffic count data with tube counters and manual counters as needed; enters
information on computer; prepares graphs; maintains counter equipment.
• Locates City utilities.
• Reviews plans for capital improvement.
• Orders traffic control parts and ensures materials are available for jobsite.
• Updates Cartegraph and ArcGis asset management system.
• Responds to emergency calls regarding traffic control devices, equipment and damaged
signs.
• Organizes and leads traffic engineering employees in problem solving, answers technical
questions.
• Coordinates and performs banner change outs and installation.

• Meets with management, contractors, inspectors, and engineers on new and
reconstruction projects.
• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution and two years of related
experience; or four years of related experience and/or equivalent combination of
education and experience. Degree as an Electrician. Experience in electrical work.
• Satisfactory driving record. Valid State of Iowa commercial driver’s license instruction
permit upon first day in position. Valid State of Iowa Class A commercial driver’s license
with air brake endorsement within 6 months of hire. Meet federal drug testing
requirements. Requires a pre-employment drug screen. National Incident Management
System Training ICS 100, IS 700 within two years of hire. Must be 18 years of age. Must
live within 25 miles of the corporate limits of Iowa City, Iowa within one year of
appointment to the position. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience.
• State of Iowa Certified Journeyman Electrician License.
Knowledge, Skills, and Abilities
• Ability to calculate electrical and electronic wire size, amp loading, volt drop and other
properties. Ability to perform basic mathematical calculations and solve electronic
equations.
• Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to prepare written job records, routine reports, and graph data for traffic data.
• Ability to read and interpret blueprints, maps, schematics, technical manuals, safety
rules, operating and maintenance instructions, and procedure manuals.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Knowledge of City and National codes and the rules and standards pertaining to the
electrical construction and the maintenance of electrical equipment.
• Knowledge of digital and microprocessor-based unit.
• Knowledge of the theory, practice and equipment used in electrical trade.

• Skill in operating heavy equipment including platform lift truck, utility van, bobcat,
concrete saw, backhoes and boom truck.
• Skill in the use of hand and power tools.
• Skill in use of test equipment and troubleshooting electrical and electronic malfunctions.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook) and interface with traffic control equipment.
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
permanent staff in completing basic, entry-level daily tasks and assignments. Does not carry out
disciplinary action, does not hire or fire, is not responsible for writing or delivering performance
review.
