HomeMy WebLinkAboutEquipment SuperintendentUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Equipment Superintendent Department: Public Works Division: Equipment Supervisor: Public Works Director FLSA: Exempt Civil Service: No Pay Grade: 30 Job Number: 3015 Job Summary Manages the operational, financial and personnel activities of the Equipment Division. Administers all phases of the motor vehicle and equipment fleet operation for the City, including conception to grave management of vehicles and equipment, vehicle support, and the support of other City departments using vehicles and equipment. Administers fueling operations and billing for the City, County and School District fleets. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Prepares specifications for and procures the purchase of vehicles, equipment and services (excluding transit buses). • Prepares and maintains procedures for disposal of surplus vehicles and equipment. • Reviews products and services and confers with vendors and users. • Develops budget and goals for the Equipment division, reviews and approves purchase orders and operating expenditures for the Equipment division. • Recommends vehicle and equipment operation, replacement and repair budgets for other City departments and divisions, including equipment asset management and fuel system control. • Plans for intermediate and long-term department and City-wide equipment and vehicle needs as well as support. • Reviews, selects and evaluates computer operations and procedures for the Equipment division. • Assures compliance with local, state and federal laws, regulations and standards including IDOT, DOT, DNR, EPA regulations for spill prevention and State regulations for underground storage tanks. • Evaluates the use, condition and operating costs of vehicles and equipment for replacement. • Develops and implements operating procedures and rules for the Equipment division. • Reviews, updates, and maintains the City’s Fleet Policy. • Requests, assigns, and reviews the work activities of support staff. Updated: August 2025 (Admin Review) • Serves as Logistics Section Chief in the National Incident Management System (NIMS) and Incident Command Systems (ICS) or other roles as assigned. • Reviews statements of charges to other City departments. • Responsible for division safety and safety policies and training and development of division staff. • Manages the City’s non-emergency radio system. • Works with the City Clerk’s office to coordinate the City’s taxi inspection and licensing. • Attends department meetings. • Receives customer calls and complaints and responds appropriately to ensure customer satisfaction. • Meets with division/department heads regarding needs, promotes sustainability for new equipment purchases. • Serves as Acting Public Works Director when assigned. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and three to five years of related experience; or seven to nine years of related experience and/or equivalent combination of education and experience. Degree in Automotive/Diesel Mechanics. Experience in vehicle/equipment maintenance operations. • Class A Underground Storage Tank Operator certification within one year of hire. National Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300, ICS 400 within two years of hire. Satisfactory driving record. Valid State of Iowa commercial driver’s license instruction permit upon first day in position. Valid State of Iowa Class B commercial driver’s license with air brake endorsement within 6 months of hire. Meet federal drug testing requirements. Requires a pre-employment drug screen. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and six years of related experience; or ten years of related experience and/or equivalent combination of education and experience. Supervisory experience. Knowledge, Skills, and Abilities • Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. • Ability to deal with problems involving a few concrete variables in standardized situations. • Ability to effectively supervise and motivate employees. Updated: August 2025 (Admin Review) • Ability to read, measure and calculate types and sizes of materials needed for vehicle or equipment and repair and ability to reason amount of time that will be use in the process. • Ability to reliably and predictably carry out duties. • Ability to research and manage long term projects. • Ability to speak effectively before groups of customers or employees of organization. • Ability to write routine reports and correspondence. • Knowledge of City’s purchasing, financial and personnel policies. • Knowledge of financial documents and ability to manage and create budgets and financial reports. • Knowledge of municipal vehicle and equipment maintenance operations and modern fleet management techniques. • Skill in the reading and practical application of manuals, technical procedures, government regulations, schematics, blueprints and other similar specifications used by the City. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and maintenance, asset management, and equipment software. Supervision Assists with the overall direction, coordination, and evaluation of a program function or unit for the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising subordinate supervisors and direct reports include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
