HomeMy WebLinkAboutFinance DirectorUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Finance Director Department: Finance Division: Finance Administration Supervisor: City Manager FLSA: Exempt Civil Service: No Pay Grade: 34 Job Number: 3402 Job Summary Directs all City financial affairs. Administers and coordinates the operational, financial, personnel and policy activities of the Finance Department. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Coordinates and prepares the City's annual budget and Three-Year Financial Plan for operations and capital improvements. • Analyzes and prepares all receipt estimates and all non-departmental expenditure budgets. • Monitors actual receipts, expenditures, and cash position of each fund. • Reports on the City's financial status. • Issues and coordinates all bond sales and activities with Bond Counsel and the City’s Financial Advisor. • Provides financial planning and management strategies for the governing body and management ’s consideration. • Analyzes departmental budget requests and processes all budget amendments. • Manages the City's insurance and risk management programs and recommends insurance changes. • Assures compliance with federal and state regulations, reporting and other related financial requirements. • Manages the City’s relationship with banking and financial institutions and oversees investment of City funds. • Performs financial analysis and research as requested. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other related duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and six years of related experience; or ten years of related experience and/or equivalent combination of Updated: August 2025 (Admin Review) education and experience. Degree in Accounting, Finance, Business Administration, Economics, or Public Administration. Experience in governmental accounting. Supervisory experience. • Must reside in the municipal limits of the City of Iowa City. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educational institution and seven years of related experience; and/or equivalent combination of education and experience. • Certified Public Accountant. GFOA Certified Public Officer. Other Requirements – Certificates/Licensures Knowledge, Skills, and Abilities • Ability to achieve goals, anticipate problems and barriers, and devise ways to work around or through them. • Ability to apply advanced mathematical, statistical, and financial management concepts, develop and present mathematical budget information and financial reports. • Ability to be a motivator and leader to his/her staff and be candid and willing to advise the City Council and City staff in an honest and forthright fashion. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to effectively present information to top management, public groups, and/or boards of directors. • Ability to effectively prioritize financial operations and achieve preset goals within designated time deadlines. • Ability to interact well with other governing bodies and act in a positive fashion with the University community and other local officials. • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. • Ability to present self well to a wide range of audiences and be comfortable in a highly engaged community with a high education level. • Ability to read and understand financial materials and reports, reports and journals, legal documents and government regulations. • Ability to reliably and predictably carry out duties. • Ability to respect differing views and opinions, understand the process of consensus- building, and be relied upon to provide his or her best professional recommendation at all times. • Ability to write reports and articles for publication that conform to prescribed style and format. • Knowledge at advanced level of governmental accounting, local government operations, budget preparation and State laws. • Skill at advanced level in financial management, policy planning, organization, goal setting, and employee supervision. Updated: August 2025 (Admin Review) • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and financial management software. Supervision Responsible for the overall direction, coordination, and evaluation of a department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising subordinate supervisors and direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
