HomeMy WebLinkAboutHousing AdministratorUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Housing Administrator Department: Neighborhood & Development Services Division: Neighborhood Services Supervisor: Neighborhood Services Coordinator FLSA: Exempt Civil Service: Yes Pay Grade: 30 Job Number: 3005 Job Summary Provides administrative oversight to all operations and activities of the Iowa City Housing Authority. Directs and manages Housing Choice Voucher, Public Housing, Homeownership, Family Self-Sufficiency, and other programs to meet federal requirements. Supervises the performance of Housing Authority staff. Develops the Housing Authority budget and monitors expenditures throughout the year. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Manages Housing Authority operations in accordance with city goals, policies, and directives. • Prepares and monitors annual budget and amendments; makes recommendations for capital items or staffing needs during annual budgeting process; prepares and submits financial information, budget amendments, and requests for payments to the federal Department of Housing and Urban Development (HUD). • Administers and manages HUD reporting activities and compliance. • Administers and approves operational expenditures, including Housing Assistance Payments (HAP) to landlords. • Certifies the eligibility qualifications for applicants to receive federal housing assistance. • Represents the Housing Authority as a community leader for affordable housing, family self-sufficiency and homeownership opportunities; identifies trends of housing needs within the community; advises on housing laws, regulations, and ordinances. • Establishes and maintains effective relationships with staff, other City employees, City Council, business and community groups, other social service providers, state and federal officials, representatives of the media and the public. • Communicates effectively with diverse groups of people and interacts courteously with the public. • Presents to the Housing and Community Development Commission and City Council for agenda items specific to the Housing Authority. • Develops and produces fair and equitable Housing Authority internal policies and procedures, manuals, public information, reports, and other written materials; keeps Updated: August 2025 (Admin Review) staff informed of City and Housing Authority goals and objectives, revised procedures, methods and work changes; provides status reports to City and department leadership on Housing Authority operations and any major shift in policies or procedures. • Assesses progress toward meeting department goals; takes corrective action as necessary to resolve problems and achieve goals. • Directs, coordinates, and assists staff involved in program integrity investigations; collaborates and coordinates program integrity efforts with state and local law enforcement agencies. • Resolves work-related and operational problems in areas not covered by precedent or established policies. • Oversees overall customer satisfaction, tracking of services and resolving client complaints. • Identifies opportunities for new revenue sources from HUD, state and other grantors; develops, coordinates and writes grants/applications. • Provides professional expertise, information, education, training, and opportunities for public/private partnerships. • Certifies claims and represents division in small claims court. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and two years of related experience; or six years of related experience and/or equivalent combination of education and experience. Degree in Public Administration, Business, Social Work, or related. Experience in housing administration, public administration, or related. • Public Housing/HCV Management Certificate (HUD) within first 12 months of hire. Valid State of Iowa driver’s license with satisfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and three to five years of related experience; or seven years of related experience and/or equivalent combination of education and experience. Experience in public housing. Knowledge, Skills, and Abilities • Knowledge of federal, state, and local housing codes and ordinances, HUD housing rules and regulations, tenant/landlord law, and affordable housing issues. • Skill in written and verbal communication, using both technical and non-technical language. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to effectively present information to city leadership, federal/state program representatives, public groups, and/or other stakeholders. Updated: August 2025 (Admin Review) • Ability to develop, analyze and present budget information and perform mathematical functions in order to review housing grants and statistics and HUD benefits and compliance. • Ability to read and interpret technical materials, codes, regulations, financial reports, and legal documents. • Ability to reliably and predictably carry out duties. • Ability to respond to common inquiries or complaints from residents, regulatory agencies, or members of the community. • Ability to write presentations and press releases that conform to prescribed style and format. Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Assists with the overall direction, coordination, and evaluation of a program function or unit for the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
