Job Summary
Performs general and specialized clerical and administrative support functions for Iowa City
Housing and Inspection Services. Provides general information and assistance to the public and
other departments regarding Housing and Inspection Services. Assists in issuance of housing
and building permits.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Provides general information and assistance to the public and other departments
regarding department operations and activities, staffs Housing and Inspection Services
counter.
• Receives, screens and routes incoming calls, takes messages, makes appointments, and
receives and handles complaints.
• Explains standard forms, checks forms for completeness and correctness, processes, files
and/or distributes forms and correspondence to other staff, updates information into
the database.
• Maintains files both paper and automated, in accordance with department policy and
procedures; designs, processes and generates reports.
• Prepares, maintains and tracks internal and external requests for information, reviews
and compares information and routes information to appropriate staff for follow-up and
investigation.
• Schedules and manages related paperwork for all housing inspections, including
inspections for Housing Choice Voucher Housing.
• Issues rental permits, tracks unpaid accounts, bills and collects fees.
• Researches properties without valid rental permits, sends violation notices as
appropriate.
• Collects and processes staff time sheets, records payroll changes for three divisions.
• Types a variety of letters and forms and collects and compiles statistical data; follows up
with correspondence and phone calls as necessary.

• Maintains inventory of brochures, pamphlets, and documents related to available
community resources and ensures information is properly displayed and made available
to general public.
• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• High school diploma or G.E.D. and one year of related experience or training; or
equivalent combination of education and experience. Experience in general office
environment or related.
• Valid State of Iowa driver’s license with satisfactory driving record. Must be 18 years of
age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution; or two years of related
experience and/or equivalent combination of education and experience.
Knowledge, Skills, and Abilities
• Ability to add, subtract, multiply, and divide in all units of measure, using whole
numbers, common fractions, and decimals.
• Ability to apply common sense understanding to carry out instructions furnished in
written, oral, or diagram form.
• Ability to deal with problems involving several concrete variables in standardized
situations.
• Ability to operate standard office equipment including calculator, printers and copier.
• Ability to perform basic mathematical calculations.
• Ability to read and understand technical materials, manuals and other department
documentation to record work activities, keep records, and work on the computer.
• Ability to reliably and predictably carry out duties.
• Ability to speak effectively before groups of customers or employees of organization.
• Ability to write routine reports and correspondence.
• Basic knowledge of general office procedures, and clerical and financial record keeping
procedures.
• Knowledge of department operations and programs.
• Skill in operating a variety of office machines and equipment.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
• Communicates effectively with diverse groups of people and interacts courteously with
the public.

The noise level in the work environment is usually moderate. Duties are generally performed in
