Job Summary
Under direction, coordinates and implements Housing Choice Voucher (HCV) program.
Responsible for all HCV program requirements. Responsible for interpreting and implementing
all facets of the HCV programs for eligible families. Ensures that the procedures and operations
involved with assisting each family are carried out according to federal regulations. Reviews
forms, verifications, leases, etc. for accuracy and completeness.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Prepares schedules and manages workflow of assigned personnel, conducts weekly staff
meetings.
• Explains and counsels programmatic information to staff and/or clientele concerning the
availability and nature of housing assistance for eligible families.
• Invites property owners to make dwelling units available for leasing under the Housing
Choice Voucher programs.
• Responsible for assignments of annual recertification and directing eligible applicants to
housing program assistance.
• Compiles surveys on rents and utilities as needed.
• Oversees and assures completion of reexaminations, new leases, rent changes and
amounts of housing assistance payments.
• Researches internet and other resources for HUD (Federal Department of Housing and
Urban Development) regulations for development and implementation of rules, policies,
guidelines, etc.
• Prepares bi-weekly, monthly and periodical reports relating to the HCV program for HUD
and the Housing Authority.
• Evaluates and determines occupancy and availability of subsidy by tracking and
reporting on voucher usage.
• Coordinates sessions with the Iowa City Police Department for availability of staff for
fingerprinting public Housing Authority clients.
• Manages HCV waiting list, monitors processing of applicant eligibility and assigns new
clients to staff for processing.

• Provides daily direction to staff on policy and regulation issues.
• Confers with City Attorney to obtain interpretation of how HUD regulations conflict with
state law.
• Communicates as necessary with HUD, City Attorney’s office, landlords and legal aid
regarding clientele, reviews Uniform Residential and Landlord Tenant Law and IRS
guidelines.
• Maintains working relationship with owners, clients and HUD staff.
• Analyzes and investigates HUD reports i.e. duplicate tenant reports, tenant ID
management and Housing Authority reporting for accuracy.
• Assists with the development and production of Housing Authority internal policies and
procedures, manuals, public information and other written materials; creates and
revises forms and notices used for public housing and home ownership programs.
• Assures that local Housing Authority administrative plan is current.
• Maintains and revises database of form letters, verifications, applications to ensure
compliance with recent regulations and policy.
• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Degree in
Human Services, Sociology, Public Administration or related.
• Housing Choice Voucher Manager or other equivalent HUD certification within twelve
months of hire. Valid State of Iowa driver’s license with satisfactory driving record. Must
be 18 years of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience.
• Public Housing Authority certifications.
Knowledge, Skills, and Abilities
• Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
• Ability to establish and maintain effective working relationships with government
officials and the general public.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to perform basic mathematical computations and calculate income and rent in
determining applicant eligibility.

• Ability to read and understand federal, state, and local regulations, HUD requirements,
and program procedures.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Ability to write correspondence and educational information to tenants, landlords,
community services and the general public.
• Knowledge of state, local and federal regulations pertaining to public housing programs.
Knowledge of tenant/landlord laws and small claims court process.
• Skill in assigning, training and supervising work activities of division employees.
• Skill in oral and written communications, crisis management, assessment, and
negotiation.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
permanent staff in completing daily tasks and assignments. May perform additional supervisory
duties at the direction of the Department or Division Head to include disciplinary action,
assisting with hiring or firing, and writing or delivering performance reviews.
