HomeMy WebLinkAboutHuman Resources AdministratorUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Human Resources Administrator Department: City Manager’s Office Division: Human Resources Supervisor: City Manager FLSA: Exempt Civil Service: No Pay Grade: 32 Job Number: 3203 Job Summary Manages the activities of the Human Resources division and performs personnel management services and related activities for all City departments, divisions, and the Civil Service Commission. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Resolves personnel issues at all levels within the municipal government, consults with legal staff, meets with supervisors and with subordinate employees, mediates disputes, recommends administrative action, and investigates complaints not pursued under the collective bargaining agreement, advises on hiring, discipline, termination, leave, and performance reviews. • Develops, administers, and interprets personnel policy procedures and interprets collective bargaining agreements, investigates grievances brought under three collective bargaining agreements, assists departments in resolving collective bargaining issues, participates in labor negotiations and prepares exhibits for arbitration. • Performs assigned Civil Service Commission duties, plans, directs, monitors, and participates in the recruitment, interview and hiring process for Civil Service Police and Fire entry level and promotional positions, manages assessment centers. • Plans, directs, assigns, and monitors the work activities of assigned Human Resources staff and hourly employees. • Administers classification/compensation system, classifies new and changed positions, recommends changes as needed. • Participates in job interviews as requested. • Conducts in house training program for Division personnel, manages Human Resource policy training and selected professional development for City staff. • Recommends changes, assists with city wide training, and implements initiatives to increase efficiency and support diversification goals. • Administers city benefits programs including health, dental, vision, life, LTD, Section 125, IPERS and MFPRSI. Updated: August 2025 (Admin Review) • Administers federal and state laws including FMLA, FLSA, COBRA, HIPAA, Department of Transportation drug and alcohol testing, EEO, and Affordable Care Act. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs all other related duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and six years of related experience; or ten years of related experience and/or equivalent combination of education and experience. Degree and/or experience in Personnel Administration or Human Resource Management. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educational institution and seven years of related experience; and/or equivalent combination of education and experience. Supervisory experience. • Society for Human Resource Certification as Certified Professional (CP) or Senior Certified Professional (SCP) or equivalent preferred. Knowledge, Skills, and Abilities • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. • Ability to clearly and concisely communicate a variety of information, both orally and in writing. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to effectively present information to top management, consultants, counsel, and/or board or commissions. • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. • Ability to maintain consistency and impartiality in applying personnel policies. • Ability to perform and interpret mathematical calculations in administering compensation issues, testing functions, collective bargaining costing analysis, and budget preparation. • Ability to read and understand federal regulations, legal documents, employment law, technical materials, reports, insurance policies, union contracts, and journals. • Ability to reliably and predictably carry out duties. • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. • Ability to work with mathematical concepts such as probability and statistical inference. • Ability to write reports and presentations. Updated: August 2025 (Admin Review) • Knowledge of state and federal labor laws including FMLA, FLSA, EEO, recruitment, interviewing, selection, labor relations issues, collective bargaining, COBRA, Affordable Care Act, and personnel administration. • Skill in interviewing, public relations, oral and written communication, and conflict resolution. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook, Powerpoint). Supervision Assists with the overall direction, coordination, and evaluation of a program function or unit for the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
