Job Summary
Provides technical and personnel support services to departments, divisions, and employees
including the areas of compensation, labor contract administration, benefits and training.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Counsels and provides information to employees, administration, staff and the general
public regarding benefits, personnel policies, federal and state regulations and labor
contracts.
• Processes changes in payroll system (hires, wage changes, leave, etc.), monitors
employee benefits for errors, over-usage, and eligibility for conversion, resolves
discrepancies and provides assistance.
• Reviews and monitors personnel operations for compliance with current personnel
policies and labor contracts.
• Assists in the administration of a variety of Human Resource programs and projects
including testing, service awards and staff training.
• Assists and participates in the recruitment, testing, interview and hiring process for Civil
Service Police and Fire entry level positions, takes minutes, prepares and post agendas,
provides clerical support staff for Civil Service Commission.
• Prepares notices, provides information, and assists employees with issues related to
leaves of absence including FMLA, military leave and leave without pay.
• Prepares information for terminating employees, conducts termination interviews,
prepares, and distributes insurance information to affected individuals in compliance
with federal and state insurance continuation laws, determines accrual payouts and/or
benefits owed to city employees.
• Processes unemployment notices of claims, represents the City in hearings on contested
claims and monitors quarterly charges.
• Participates in employee recruiting, screening, interviewing and selection.
• Coordinates and assists with HR programs such as fiscal year end processing, open
enrollment for benefits, service awards, staff training and appreciation events.

• Organizes and maintains personnel files, records of employment/promotional process
and related information.
• Performs research and data collection for compensation administration, labor contract
negotiations and other special projects.
• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other related duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience. Degree and/or experience in Human Resources. Experience in
public contracts.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and two years of related
experience; or six years of related experience and/or equivalent combination of
education and experience.
Knowledge, Skills, and Abilities
• Ability to clearly and concisely communicate a variety of information, both orally and in
writing.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to maintain consistency and impartiality in applying personnel policies.
• Ability to perform and interpret mathematical calculations in administering
compensation issues, testing functions, collective bargaining costing analysis, and
budget preparation.
• Ability to read and understand technical materials, federal/state/local regulations,
insurance policies, union contracts, and journals.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of state and federal labor laws and personnel administration including FMLA,
FLSA, EEO, COBRA and HIPAA.
• Skill in organizing files and records.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
