Job Summary
Directs the operational, financial and personnel activities of the Information Technology
Services division.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Performs long term and short-term strategic planning for information technology needs
of the City.
• Works with city management to determine the information technology needs of each
department and division.
• Plans, assigns, and reviews the work of support staff in division activities including
application development, operations, and system management, maintenance, and
security.
• Makes recommendations regarding software purchases for user community and for
system management.
• Develops, monitors, reviews, and approves the purchase of Information Technology
equipment and supplies.
• Manages work requests by reviewing, reporting and/or prioritizing.
• Installs and maintains system and package software purchases/updates, as needed.
• Monitors system management reports and makes recommendations concerning City
computer system operation, storage, usage and application development.
• Manages security, monitors, notifies and remediates including internal and external
resources and users.
• Responds to user needs with regard to daily operations and applications systems.
• Administers, maintains and supports wide area and local area networks.
• Completes internal phone system billing.
• Completes charge backs to division for information technology services.
• Conducts phone support/moves/adds/changes.
• Implements and monitors fiber optic system for the City and public users such as the
county, schools and universities, responds to breaks/cuts.

• Conducts self in a professional manner which demonstrates courtesy and respect for all

• Performs other related duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and six years of related
experience; or ten years of related experience and/or equivalent combination of
education and experience. Degree in Computer Science or Information Technology.
Experience in information technology.
• Valid State of Iowa driver’s license with satisfactory driving record. Must be 18 years of
age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and eight years of related
experience; or twelve years of related experience and/or equivalent combination of
education and experience. Supervisory experience.
Knowledge, Skills, and Abilities
• Ability to apply concepts of basic algebra and geometry.
• Ability to calculate figures and amounts such as discounts, interest, commissions,
proportions, percentages, area, circumference, and volume.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to effectively present information to top management, public groups, and/or
boards of directors.
• Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.
• Ability to manage multiple priorities and complete project assignments within
designated time deadlines.
• Ability to read, analyze, and interpret common scientific and technical journals, financial
reports, and legal documents.
• Ability to reliably and predictably carry out duties.
• Ability to respond to common inquiries or complaints from customers, regulatory
agencies, or members of the business community.
• Ability to write speeches and articles for publication that conform to prescribed style
and format.
• Knowledge of computer operating systems, software, and programming languages,
Visual Basic, Access and SQL server, and skill in use of Laserfiche and Microsoft Office –
(Word, Excel, Outlook).
• Skill in listening, written and verbal communications, leadership, problem solving, and
time management.
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for

the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.

The noise level in the work environment is usually moderate. Duties are generally performed in
an office setting with a controlled environment. While performing the duties of this job, the

social situations and significant work pace pressure.
