HomeMy WebLinkAboutLicense SpecialistUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: License Specialist Department: City Clerk’s Office Division: City Clerk’s Office Supervisor: City Clerk FLSA: Non-Exempt Civil Service: Yes Pay Grade: 23 Job Number: 2303 Job Summary Performs clerical functions for the City Clerk’s office. Processes various applications and licenses and maintains filing system. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Performs clerical functions relating to pre council meetings including preparing list of beer/liquor applications for agenda and posting agenda and other legal postings on public bulletin board. • Provides information to licensees and those seeking permits regarding City requirements. • Responds to beer/liquor application and renewal questions; monitors state requirements, processes applications; accepts fees; and updates application computer files; and processes associated supplemental applications. • Mails cigarette permit reminders; accepts fees; processes applications; and maintains computer and hard copy files. • Maintains Department of Criminal Investigation (DCI) account balance information and criminal background requests for beer / liquor / taxi applications. • Maintains files; distributes code supplements to departments, responds to questions, and updates code books. • Posts notices of City Council and Commission meetings. • Accepts City mail delivery and maintains tracking for City registered delivered mail. • Maintains office equipment maintenance information and contacts; maintains log of copier numbers and orders supplies for and office equipment. • Maintains current contact information for City Council members. • Prepares transcription corrections as needed. • Provides back up to other staff as needed. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs notary services and all other related duties as assigned. Updated: August 2025 (Admin Review) Minimum Education, Experience, Certification/Licensure, Other • High school education or G.E.D. and four to six months of related experience or training; or equivalent combination of education and experience. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • High school education or G.E.D. and seven to twelve months of related experience or training; or equivalent combination of education and experience. Knowledge, Skills, and Abilities • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. • Ability to deal with problems involving several concrete variables in standardized situations. • Ability to effectively communicate, both orally and in writing, to the community, the City Council and employees. • Ability to maintain inter- and intra- department confidentiality. • Ability to read and interpret laws, ordinances and reports. • Ability to reliably and predictably carry out duties. • Ability to write simple correspondence. • Knowledge of general records maintenance. • Knowledge of general office policies and procedures. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and ability to learn Laserfiche and MUNIS.
