HomeMy WebLinkAboutManagement Analyst - TransportationUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Management Analyst – Transportation Department: Transportation Services Division: Administration Supervisor: Transportation Services Director FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2728 Job Summary Under direction of the Transportation Services Director, develops, implements, promotes, analyzes, plans and coordinates transportation programs. Provides research and analysis to optimize transportation processes, ensuring convenient, efficient, and safe provision of transportation services. Primary responsibilities include developing and analyzing reports, evaluating procedures, business practices and other data to identify opportunities for improvement. Aids in budget analysis, maintaining databases, project management, development of new transportation programs and service expansions, implementing the City’s policies and regulations and assisting with developing new policies and procedures. Ensures compliance with state, federal and City reporting and analysis requirements. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Serves as advisor to the Transportation Services Director and Associate Director on transportation issues related to parking, transit and maintenance of the Central Business District. • Prepares and updates performance measures, goals, summary narratives, reports and other internal management documents and tools for operations and the development of service improvements, expansions or realignments. • Develops reports on a daily, weekly, monthly, quarterly, annual or as-needed basis. • Analyzes and maintains transit and parking datasets using database and GIS methodologies. • Creates and maintains various data layers and databases; integrating data from various software packages to provide visually appealing outputs for presentations, operational tools or other data analyst tools to support various transit and parking grants applications, reports or other operational needs. • Develops and coordinates updates to reporting tools as necessary; completes Federal and State regulatory reports and assessments to ensure compliance. • Establishes and promotes cooperative and strategic working relationships with outside agencies, organizations and community groups to further transportation and parking initiatives. Updated: August 2025 (Admin Review) • Provides technical assistance and conducts research on policies, programs and initiatives; proposes policy guidelines and assists other City departments. • Assists with the annual budget, monitors expenditures, and identifies and pursues grants or other strategic funding opportunities. • Responds to and interacts with residents, customers, employees and/or others within and outside the organization in a courteous, professional and effective manner. • Attends public meetings, professional development workshops and seminars when necessary. • Prepares and delivers presentations about transportation, parking and other department services, activities and initiatives to community organizations and City Council. • Identifies areas of opportunity, makes recommendations and implements efficient and/or effective improvements to fill gaps in organizational capacity using best practices in local government management and transportation system efficiency. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Degree in Urban Planning, Public Administration, Business, Data Analytics or related. Experience in project management. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Experience in municipal government operations. Knowledge, Skills, and Abilities • Ability to analyze technical and statistical information, research information, and formulate practical plans and solutions to a problem. • Ability to build positive and inclusive relationships with persons of varying backgrounds, knowledge, and abilities. • Ability to develop and present mathematical budget information and cost estimates. • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Ability to establish effective working relationships with elected officials, federal, state and local government staff, local businesses, and other professionals. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Updated: August 2025 (Admin Review) • Ability to read and interpret specialized reports and grant application rules, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Ability to work with mathematical concepts such as probability and statistical inference. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge at a technical level of one or more relevant sectors: transportation, social sciences, data analytics, urban planning, or information sciences. • Skill in oral and written communication and organizing information in a meaningful way. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook).
