Operates heavy equipment and serves as group leader in performing general and emergency construction, maintenance and repair of water mains and related facilities. Performs location of underground water and ﬁber utilities, water taps and related water customer service work. Investigates customer service complaints. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Serves as lead worker for work crew. • Installs, repairs, and maintains water mains, lines, hydrants and valves of the water distribution system, conducts hydrant ﬂushing and ﬂow testing. • Mentors personnel on proper equipment operation and water distribution procedures, policies and materials. • Ensures that water is safe and clean for the community through proper operation and maintenance of the distribution system. • Performs emergency duties related to water main breaks, responds to after-hour emergency calls, performs on-call duties. • Serves as crew leader for on-call projects as well as for selected job assignments. • Operates backhoe, cement breaker, dump trucks and bore machine, uses specialized equipment to ﬁnd valves and leak locations. • Operates heavy digging and construction equipment and various hand tools, provides taps for City projects and contractors. • Measures valves and hydrants, prepares written records. • Performs basic mathematical calculations, calculates measurements for construction and pipe location. • Constructs tie ins and taps under pressure for new water service, provides taps for City projects and contractors, ensuring proper speciﬁcations. • Receives and unloads materials and equipment. • Conducts ﬁnal ﬂush in new subdivision. • Answers questions from the public and contractors. Updated: August 2025 (Admin Review) • Performs inspections, including those for two-year maintenance bonds. • Videotapes and photographs immediate project area before starting a project for documentation. • Field veriﬁes as built maps, taking all necessary steps to complete process. • Documents daily activities and challenges in project folder. • Utilizes software applications to log activities and prepare reports. • Works with contractors to ensure proper/approved materials usage and installation. • Collects water samples and conducts pressure tests and ﬂushes. • Locates water mains and services. • Conducts assessment of inventory annually for budget development. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. Experience in water system installation and repair. • State of Iowa DNR Grade II Water Distribution Certiﬁcate required within one year of hire. Satisfactory driving record. Valid State of Iowa commercial driver’s license instruction permit upon ﬁrst day in position. Valid State of Iowa Class A commercial driver’s license with air brake and tank endorsements within 6 months of hire. Meet federal drug testing requirements. A pre-employment drug screen is required. Must be 18 years of age. Must pass criminal background check. Must live within 25 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the position. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. • State of Iowa DNR Grade III Water Distribution Certiﬁcate. Knowledge, Skills, and Abilities • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. • Ability to deal with problems involving several concrete variables in standardized situations. • Ability to perform basic mathematical calculations and calculate measurements for construction and pipe location. • Ability to prepare written log sheets, routine reports, and records. • Ability to read and comprehend technical manuals, maps and blueprints, safety rules, operating and maintenance instructions, and procedure manuals. • Ability to reliably and predictably carry out duties. • Ability to speak eﬀectively before groups of customers or employees of organization. Updated: August 2025 (Admin Review) • Knowledge of construction methods. • Knowledge of safe drinking water standards. • Knowledge of water distribution system and City street locations. • Skill in operating hand and power tools and specialized equipment used in water system repair and installation, such as backhoes, cement breaker, tamper, excavator, end loader and forklift. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook).
