Job Summary
Under the direction of the Transportation Services Director, ensures delivery of safe, efficient
and convenient transportation services for the community. Supervises the operational, financial
and personnel activities of Iowa City Transit. Responsible for personnel management, transit
operator deployment, operations monitoring, dispatching, resolution of customer inquiries, and
related work as assigned.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Develops and delivers ongoing operational training.
• Dispatches, directs and supports daily operations.
• Organizes and supervises division workflow.
• Responds to employee concerns.
• Supervises operations to ensure policy and schedule adherence.
• Coordinates service disruptions caused by weather and traffic.
• Provides recommendations for budget planning, oversees expenditures and revenues.
• Prepares weekly report of activities for Department Director and Associate Director.
• Assists in planning for service expansion and/or reduction and changes in service
delivery methods.
• Schedules employees to cover vacant shifts, vacations and last-minute absences.
• Completes employee time records and reconciles with scheduled hours.
• Records complaints and compiles data for reporting purposes.
• Maintains various operating statistics; compiles daily/monthly/annual reports.
• Interacts with other City departments and responds to requests for information.
• Ensures compliance with local, state and federal policies and programs.
• Drives transit routes as needed.
• Resolves customer conflicts and assists with daily customer interactions.
• Assists with development of division staff schedules and approves employee time off
requests considering division needs and ensures division has adequate coverage during
expected and unexpected absences.

• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Degree in
Business, Accounting, Management, or related.
• Valid State of Iowa driver’s license with satisfactory driving record. Valid State of Iowa
Class B commercial driver’s license with air brakes and passenger endorsement required
within 90 days of hire. Meet federal drug testing requirements. A pre-employment drug
screen is. Must be 18 years of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience. Experience in accounting.
Knowledge, Skills, and Abilities
• Ability to add, subtract, multiply, and divide in all units of measure, using whole
numbers, common fractions, and decimals.
• Ability to compute rate, ratio, and percent.
• Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to learn and apply complex policies and procedures.
• Ability to perform mathematical calculations necessary to perform payroll functions and
basic bookkeeping functions.
• Ability to read and understand written materials and maps, professional journals,
technical procedures, or governmental regulations.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Ability to supervise and motivate employees.
• Ability to work in a team environment.
• Ability to write reports, business correspondence, and procedure manuals.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
permanent staff in completing daily tasks and assignments. May perform additional supervisory

duties at the direction of the Department or Division Head to include disciplinary action,
assisting with hiring or firing, and writing or delivering performance reviews.

The noise level in the work environment is usually moderate. Duties are generally performed in
