HomeMy WebLinkAboutOperations Supervisor - CUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Operations Supervisor – Transportation Services Department: Transportation Services Division: Administration Supervisor: Transportation Services Director FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2709 Job Summary Supervises the operational, financial, and personnel activities of the Iowa City parking and mass transit system. Oversees the customer service, cashiers, parking enforcement, PM parking and transit maintenance staff, PM transit operations and financial reporting operations including parking management software. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Dispatches, directs and supports daily operations. • Monitors daily operations utilizing parking management software, transit management software and various video security systems. • Develops and delivers initial and ongoing operational training for cashier and PM Maintenance worker staff using various software packages. • Audits daily receipts, reconciles daily credit card and cash reports and performs routine audits of employees that handle cash. • Prepares weekly report of activities for Department Director and Associate Director • Supervises operations to ensure policy and schedule adherence. • Coordinates service disruptions caused by weather and traffic. • Provides recommendations for budget planning, oversees expenditures and revenues. • Counts revenue from daily parking meter collections and automated pay stations, prepares deposits. • Reviews, verifies and approves staff payroll. • Maintains various operating statistics; compiles daily/monthly/annual reports and reviews reports with staff as necessary. • Interacts with other City departments and downtown businesses and assists community groups with event planning and operations, responds to requests for information. • Assists in planning for service expansion and/or reduction or changes in service delivery methods. • Maintains parking database, including daily sales items, monthly permits, daily facility revenues (POS and pay station operations) and parking enforcement handheld software maintenance. Updated: August 2025 (Admin Review) • Manages an internal permit payment plan. • Invoices and tracks various validation services and bus pass sales. • Resolves customer conflicts and assists with daily customer interactions. • Assists with development of division staff schedules, approves employee vacation time requests considering division needs and ensures divisions have adequate coverage during expected and unexpected absences. • Drives transit bus routes as needed. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Degree in Business, Accounting, Management, or related. • Valid State of Iowa driver’s license with satisfactory driving record. Valid State of Iowa Class B commercial driver’s license with air brakes and passenger endorsement required within 90 days of hire. Meet federal drug testing requirements. A pre-employment drug screen. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Experience in accounting. Knowledge, Skills, and Abilities • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. • Ability to compute rate, ratio, and percent. • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Ability to learn and apply complex policies and procedures. • Ability to perform mathematical calculations necessary to perform payroll functions and basic bookkeeping functions. • Ability to read and understand written materials and maps, professional journals, technical procedures, or governmental regulations. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Ability to supervise and motivate employees. • Ability to work in a team environment. Updated: August 2025 (Admin Review) • Ability to write reports, business correspondence, and procedure manuals. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
