Position Title: Program Assistant – Community Development
Department: Neighborhood & Development Services

Job Summary
Under general direction, assists in coordinating Neighborhood Services programs and other
administrative activities.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Assists in clerical and administrative activities of the division, particularly Community
Development programs.
• Researches titles/deeds and prepares loan documents for Community Development
Block Grant and HOME projects, tracks and posts loan payments.
• Prepares site survey documentation, including photos for structures requiring review by
the Historic Preservation Commission and State Historic Preservation Office, schedules
onsite surveys.
• Prepares monthly rehabilitation account reports.
• Prepares materials for release of liens/mortgages and subordination agreements.
• Maintains computer records for archives, contractor lists, contracts awarded, minority
businesses, etc.
• Completes income certifications for housing programs.
• Communicates with clients regarding application information, case accounts, etc.
• Provides customer service and serves as the initial staff contact for various
Neighborhood Services initiatives.
• Assists with annual monitoring of affordable housing projects under compliance.
• Maintains files and reviews them for completeness, collects and enters data on clients.
• Creates and solicits mailings citywide.
• Posts checks received into specific accounts.
• Maintains reports on contractors’ activities and progress by project.
• Completes Davis-Bacon interviews for applicable federally funded projects.
• Assists in maintaining and updating documentation and manuals.
• Prepares local and federal reporting such as section 106 environmental reviews for
rehabilitation projects.

• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• High school diploma or G.E.D. and one year of related experience or training or
equivalent combination of education and experience. Experience in office/clerical work.
• Environmental review training and certified notary within twelve months of hire. Valid
State of Iowa driver’s license with satisfactory driving record. Must be 18 years of age.
Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution or two years of related
experience and/or equivalent combination of education and experience.
Knowledge, Skills, and Abilities
• Knowledge of general office management procedures.
• Skill in communicating with clients, contractors and other members of the public and the
City staff.
• Skill in communicating effectively with diverse groups of people and interacts
courteously with the public.
• Ability to accurately enter information into a computer.
• Ability to calculate figures and amounts such as discounts, interest, commissions, and
percentages.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to compile simple statistical reports.
• Ability to read and interpret federal regulations.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Ability to speak effectively before groups of customers or employees of organization.
• Ability to write simple letters and reports.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
• Ability to organize files.
Supervision
No supervision of direct reports.
