Job Summary
Under direction, coordinates and implements public housing rental and home ownership
programs for income eligible families and ensures that the procedures and operations involved
in the implementation of public housing rental and home ownership programs are carried out
according to federal regulations. The Public Housing Coordinator reviews all completed forms
for accuracy and completeness. Serves as property manager for other City owned properties;
does related work as required.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Implements Public Housing Program procedures in compliance with equal opportunity
requirements.
• Writes, publicizes, and disseminates information concerning availability and nature of
public housing for low-income families; composes and provides for dissemination of
monthly public housing newsletters for tenants and for landlords and service agencies.
• Processes tenant charges and accounts receivable in Housing Authority and City systems.
• Coordinates property management operations, with assistance from Public Housing
Technician, reviews and approves vendor and contractor invoices.
• Manages public housing wait list, manages a caseload of public housing tenants and
conducts annual, interim and special housing reviews.
• Performs case management functions and keeps case files current and in compliance
with program policies.
• Verifies income, determines rent calculations, completes lease requirements and
assumes all other duties required by the Department of Housing and Urban
Development (HUD) to maintain high occupancy for all public housing units.
• Develops and implements procedures for TOP and ADHOP home ownership programs;
manages Housing Choice Voucher home ownership program.
• Prepares quarterly reports for HUD and other private partners to track success of home
ownership programs; develops and prepares internal reports that analyze the success of
home ownership programs.

• Determines capital improvement needs; develops and manages HUD capital
improvement program.
• Conducts annual reviews of homeowners and determines their ability to make payments
toward their mortgage with the City.
• Conducts research to determine changes in HUD regulations and reporting
requirements; makes policy recommendations.
• Inspects units for HUD compliance; and evaluates and determines tenant charges and
deposit returns.
• Prepares monthly and periodical reports relating to the public housing program for HUD
and the ICHA (i.e., occupancy and PHAS Public Housing Assessment System); compiles
HUD surveys on rents and utilities as needed; analyzes and investigates HUD reports
(e.g., REAC, PHAS).
• Confers with City Attorney to obtain interpretation of how HUD regulations conflict with
state law.
• Communicates as necessary with HUD, City Attorney’s office, landlords and legal aid
regarding clientele, reviews Uniform Residential and Landlord Tenant Law and IRS
guidelines.
• Maintains working relationship with owners, clients, and HUD staff.
• Performs public speaking to community groups and at professional meetings; informs
community leaders of housing programs and seeks to expand community partnerships.
• Assists with the development and production of Housing Authority internal policies and
procedures, manuals, public information and other written materials; creates and
revises forms and notices used for public housing and home ownership programs.
• Assures Admissions and Occupancy Plan (ACOP) is current.
• Collects delinquent accounts.
• Represents Housing Authority in court proceedings for evictions and small claims.
• Receives clients/customers and other visitors and ensures Housing Authority customer
satisfaction goals are met.
• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Degree in
Human Services, Sociology, Public Administration or related. Experience in property
management, construction management, budgeting, review of building codes and/or
federal regulations, or related field.
• Public Housing Management certificate within twelve months of hire. Valid State of Iowa
driver’s license with satisfactory driving record. Must be 18 years of age. Must pass
criminal background check.

Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience.
• Public Housing Authority certifications.
Knowledge, Skills, and Abilities
• Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
• Ability to establish and maintain effective working relationships with government
officials and the general public.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to perform basic mathematical computations and calculate income and rent in
determining applicant eligibility.
• Ability to read and understand federal, state, and local regulations, HUD requirements,
and program procedures.
• Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regulations.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Ability to write correspondence and educational information to tenants, landlords,
community services and the general public.
• Knowledge of state, local and federal regulations pertaining to public housing programs.
• Knowledge of tenant/landlord laws and small claims court process.
• Skill in assigning, training and supervising work activities of division employees.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
• Skills in oral and written communications, crisis management, assessment, and
negotiation.
Supervision
No supervision of direct reports.
