Job Summary
Under general direction, performs professional duties which involve planning, managing,
supervising and promoting a broad range of recreation programs for the general public
including arts, socialization, science and nature, sports, aquatics, wellness, and special events,
including programs for persons with disabilities and youth-at-risk.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Establishes Recreation program content for all ages in areas such as sports and wellness
programs, arts and social programs, youth-at-risk activities, special events, aquatics and
special populations.
• Recommends policies and establishes processes, goals and objectives.
• Interprets and enforces department rules and regulations for staff and public.
• Evaluates programs and recommends improvements.
• Coordinates Recreation activities and services.
• Schedules work activities and approves hire forms and time records.
• Conducts staff meetings with subordinates.
• Orders needed recreational supplies and equipment.
• Stores and maintains inventory.
• Responds to inquiries and special requests from public or other City employees
regarding Recreation programs and activities.
• Prepares and monitors program budget and oversees purchase of equipment and
supplies.
• Recommends fees and charges and monitors revenue income.
• Secures and schedules numerous departmental facilities and outside facilities.
• Interacts and serves as liaison to community organizations, agencies, affiliate groups and
special interest groups.
• Develops and delivers public presentations regarding Recreation services and programs
to various community groups.
• Attends selected meetings of the Parks & Recreation Commission to give oral reports.

• Prepares and maintains past and current activity records, statistical program reports and
other various reports.
• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and two years of related
experience; or six years of related experience and/or equivalent combination of
education and experience. Degree in Recreation Administration, Leisure Studies, or
related. Recreation programming experience.
• Parks and Recreation Professional Certification within one year of hire. First aid,
cardiopulmonary resuscitation, automated external defibrillator certification, universal
precautions and blood borne pathogens within six months of hire. Valid State of Iowa
driver's license with satisfactory driving record. Must be 18 years of age. Must pass a
criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven years of related experience and/or equivalent combination
of education and experience.
Knowledge, Skills, and Abilities
• Ability to calculate figures and amounts such as discounts, interest, commissions,
proportions, percentages, area, circumference, and volume.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to operate office and recreation equipment.
• Ability to prepare written materials including records, reports and promotional
materials.
• Ability to read and interpret reports and journals, safety rules, operating and
maintenance instructions, and procedure manuals.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Ability to speak effectively before groups of customers or employees of organization.
• Ability to supervise large numbers of employees working at multiple sites.
• Knowledge of community organizations and resources.
• Knowledge of the principles, rules, materials, equipment of sports and recreational
activities.
• Skill in facility and personnel management.
• Skill in the techniques of supervision to plan, assign, coordinate, direct, and monitor
recreational programs.

• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
temporary/hourly, seasonal, or work-study staff in completing basic, entry-level daily tasks and
assignments. Does not carry out disciplinary action, does not hire or fire, is not responsible for
writing or delivering performance review.

regularly lifts and/or moves 10 pounds, occasionally will lift and/or move 25 pounds, and will
occasionally lift and/or move up to 50 pounds with assistance. Specific vision abilities required
by this job include close vision, distance vision, color vision, peripheral vision, depth perception
and ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to moving
mechanical parts, high or precarious places, fumes or airborne particles, toxic or caustic
chemicals, risk of electrical shock, vibration, confined space, and traffic hazards. The employee
is occasionally exposed to outside weather conditions, dampness, direct sunlight, dust, pollen,
insect stings, and animals. The noise level in the work environment is usually loud. Involves
some exposure to stress due to the work environment and/or crisis situations.
