Job Summary
Under direction, develops, implements, markets and coordinates waste diversion and recycling
programs through Resource Management. Provides technical assistance for environmental
monitoring at the landfill.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Evaluates, operates, and administers current recycling programs associated with the
Landfill such as food waste reduction and composting, drop-site recycling, tires, white
goods, scrap metal, household hazardous waste, electronic waste, and others.
• Develops, implements, and coordinates new waste diversion programs associated with
the Landfill in order to increase recycling and reduce landfilling.
• Coordinates recycling center operations through drop-off sites, private contractor site
and Landfill site, the bin recycling program and the City’s solid waste advertising and
promotions.
• Assists in compost production, quality control and product/process development.
• Identifies customers and markets compost products.
• Develops informational/educational programs, educational lessons, tours, presentations,
event planning and volunteer management.
• Provides outreach and marketing for programs - brochures, graphic design, social media
and website, and new releases.
• Assists in regional planning efforts.
• Categorizes, packages and maintains records of household hazardous waste in
preparation for shipping, stocks shelves of exchange room with recycled products.
• Administers and coordinates special projects associated with outside agencies related to
waste diversion and Landfill sponsorship.
• Provides information and referrals to the general public regarding solid waste disposal
and recycling options.
• Prepares and delivers presentations regarding landfill services and activities to a variety
of community organizations.

• Serves as EMR for Iowa City EMS Program, attend monthly meetings, work on planning
and implementation, provide reporting and auditing for program funding.
• Participate in regional and state events for waste/recycling industry and keep current
with industry changes by attending state and national conferences.
• Prepares and administers grant application and funding.
• Works with staff on data collection, analysis and report writing for landfill air/gas
monitoring, stormwater monitoring, groundwater monitoring and leachate monitoring.
• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution and one year of related
experience; or three years of related experience and/or equivalent combination of
education and experience. Experience in construction management, solid waste
disposal, recycling or commodity marketing.
• Hazardous Waste Operator Certification within one year of hire. Valid State of Iowa
driver’s license with satisfactory driving record. Must be 18 years of age. Must pass
criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Degree in
Environmental Science, Business Management, Education or Marketing.
• Compost certification.
Knowledge, Skills, and Abilities
• Ability to analyze technical and statistical information and formulate practical plans and
solutions to a problem.
• Ability to develop and present mathematical budget information and cost estimates.
• Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
• Ability to establish effective working relationships with elected officials, state and local
government staff, local businesses and other solid waste professionals.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to read and interpret specialized reports and grant application rules.
• Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regulations.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Ability to write reports, business correspondence, and procedure manuals.

• Knowledge of local, regional and environmental practices.
• Knowledge of solid waste collection, disposal and recycling methods.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
permanent staff in completing basic, entry-level daily tasks and assignments. Does not carry out
disciplinary action, does not hire or fire, is not responsible for writing or delivering performance
review.

and ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to moving
mechanical parts, high or precarious places, fumes or airborne particles, toxic or caustic
chemicals, risk of electrical shock, vibration, confined space, and traffic hazards. The employee
is occasionally exposed to outside weather conditions, dampness, direct sunlight, dust, pollen,
insect stings, and animals. The noise level in the work environment is usually loud. Involves
some exposure to stress due to the work environment and/or crisis situations.
