HomeMy WebLinkAboutRight-of-Way Technician - Public WorksUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Right-of-Way Technician – Public Works Department: Public Works Division: Engineering Supervisor: City Engineer FLSA: Non-Exempt Civil Service: Yes Pay Grade: 12 Job Number: 1214 Job Summary Under general direction, administers permitting programs for construction work, utilities and other activities within the public right-of-way. Prescribes action for conformance to code and standards. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Administers permitting programs for construction work, utilities, and other activities within the public right-of-way. • Establishes standards and procedures for consistency within documentation for utility records. • Organizes and maintains utility records. • Conducts on-site inspections of utility installations including gas, electrical and telecommunications facilities as well as storm sewers, water mains, sanitary sewers, streets and sidewalks and ensures compliance with City codes and ordinances. • Compiles extensive field notes detailing inspections and reports progress. • Makes on site decisions involving subgrade preparation, pavement repair and surface restoration. • Identifies non-compliance issues associated with specifications and the inspected construction areas and informs appropriate parties of lack of compliance with City standards. • Coordinates activities in the public right-of-way with other City departments as well as outside agencies and the public, reviews plans. • Produces and updates maps, plats, plans and other drawings. • Utilizes software and equipment such as computers and tablets to perform job duties. • Assists with drafting agreements related to work within the public right-of-way. • Meets and coordinates with contractors, engineers, utility representatives and homeowners regarding work within the public right-of-way; coordinates pre- construction meetings on designated projects. • Prepares public communications and press releases regarding projects. • Responds to complaints and information requests from the public. Updated: August 2025 (Admin Review) • Assists survey crew on projects, as assigned. • Reviews and issues permits for all construction located in the right-of-way. • Reviews and modifies traffic control plans for street closures. • Researches issues and proposes solutions to reach agreement. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution; and two years of related experience and/or equivalent combination of education and experience. Degree in Construction Science, Engineering or related. Experience in construction, construction inspection, engineering drafting or related. • Valid State of Iowa driver's license with satisfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. • State of Iowa Department of Transportation certifications in Level 1 and 2 Aggregate, Level 1 PCC and Level 1 HMA preferred. American Traffic Safety Services Association (ATSSA) certification. Knowledge, Skills, and Abilities • Ability to detect defective materials and workmanship. • Ability to effectively present information and respond to questions from groups of managers, City staff, and the general public. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Ability to perform mathematical functions in order to review contractor compliance with standards. • Ability to read and interpret plans and specifications, blueprints, easement documents, design manuals, pay estimates and textbooks. • Ability to record concise field notes and report progress. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Knowledge of AutoCAD and GIS (geographical information systems). • Knowledge of civil engineering principles. • Knowledge of construction methods, materials, plans and specifications. • Knowledge of surveying methods. • Skill in record keeping. Updated: August 2025 (Admin Review) • Skill in the use of a variety of machines, including personal computers, air meter and slump cone. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and various engineering design software. Supervision No supervision of direct reports.
