HomeMy WebLinkAboutRisk & Finance AssistantUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Risk & Finance Assistant Department: Finance Division: Risk Management/Finance Administration Supervisor: Finance Director FLSA: Non-Exempt Civil Service: No Pay Grade: 25 Job Number: 2504 Job Summary Serves as an employee risk management resource for divisions and department operations. Assists with compliance of OSHA regulations, and coordinates and monitors worker’s compensation and liability claims. Performs general and specialized office and budget management functions for the Finance Department. Serves as secretary to Finance Director. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Establishes and maintains office filing system and computerized records; ensures files are maintained in good working order and easily retrievable. • Manages a recordkeeping system to ensure efficient administration of the Risk Management program and other recordkeeping requirements. • Performs workers’ compensation claim collection and analysis; reports injuries and prepares reports and appropriate documentation; acts as liaison to City’s third-party administrator and occupational health providers. • Performs property and liability claim collection and analysis, acts as liaison to City’s third-party administrator. • Maintains OSHA logs and coordinates log distribution and collection. • Reconciles monthly worker’s compensation and retiree medical claims by working with third party worker’s compensation, medical or liability administrator. • Reconciles health and dental insurance invoices and prepares payments. • Maintains and reconciles petty cash drawer for Finance Department. • Coordinates annual actuarial analysis of risk management and health care risk pools and prepares related filings with regulatory authorities. • Processes accounts payable, claims and vendor payments for Risk Management and Finance Administration. • Assists in compilation and analysis of budget documents particularly in Microsoft Office and Adobe Acrobat. • Processes City Council agenda items, motions, resolutions, ordinance, monthly disbursements and bond counsel preparation. Updated: August 2025 (Admin Review) • Reviews and maintains Finance Administration and Risk Management web pages, files and press releases. • Coordinates deferred compensation programs. • Supports temporary disability board through minutes and notifications. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs all other related duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution; or two years of related experience and/or equivalent combination of education and experience. Experience in claims management, computer operations, writing, legal issues and/or public or vendor relations. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abilities • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, ability to develop and present mathematical and statistical information. • Ability to complete a variety of written correspondence and reports. • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. • Ability to deal with problems involving several concrete variables in standardized situations. • Ability to maintain inter and intra department confidentiality. • Ability to read and interpret laws, ordinances and reports. • Ability to reliably and predictably carry out duties. • Ability to speak effectively before groups of customers or employees of organization. • Ability to take and transcribe minutes. • Knowledge of general office policies and procedures. • Knowledge of worker’s compensation laws, and city liability. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) Adobe Acrobat, and financial management software.
