HomeMy WebLinkAboutSenior MW - Water DistributionUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Senior Maintenance Worker – Water Distribution Department: Public Works Division: Water Supervisor: Assistant Superintendent – Water / Water Superintendent FLSA: Non-Exempt Civil Service: Yes Pay Grade: 14 Job Number: 1408 Job Summary Under general direction, coordinates and participates in the maintenance, construction and repair of water mains, hydrants, valves, and fittings. Designs and draws completed plans for water main construction. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Plans, organizes, coordinates, and participates in the maintenance, construction and repair of water mains, hydrants, valves, and fittings. • Monitors completion of job assignments to ensure compliance with standards and instructions and revises instructions and time frames as necessary, assists the Water Superintendent in monitoring operations and ensures compliance with federal, state, and local laws rules and regulations. • Responds to complaints from the general public regarding water main breaks and water main construction. • Assists with project design and draws completed plans for water main construction, reviews and makes changes on plans for new subdivisions, meets with City Engineers, contractors, public, other department directors, and outside engineers on designs for water main renewal areas, inspects new projects and prepares final information for two- year bond. • Oversees and schedules work of crews, contractors, and inspectors to complete water main construction projects, organizes pre-conferences for projects along with neighborhood meetings. establishes job priorities and time frames for assigned distribution staff, provides supervision and direction to the inspectors or capital improvement projects and private developments. • Contacts technical representatives, equipment vendors and suppliers, solicits bids and purchases materials and equipment as needed. • Assists Water Superintendent by consulting with other division group leaders, evaluates water distribution system performance. • Utilizes digital equipment and software to track and implement asset management of distribution system infrastructure through standard operating procedures. Updated: August 2025 (Admin Review) • Operates heavy equipment such as backhoe, end loader, skid loader, boring machine, tap machine, heavy trucks, and electric welder, uses specialized equipment to find valve and leak locations. • Oversee the repair of streets, walks, driveways and restores landscaping resulting from water main breaks, new water main construction and renewal of water mains. • Performs and oversees hydrant and valve replacement with preventative maintenance program. • Conducts flow testing of hydrants. • Recommends the purchase for new materials and equipment, maintains daily records of projects, use of materials and inventory. • Responds to emergency calls, performs stand by duty, as assigned. • Reviews and analyses construction practices to implement or recommend implementation of construction and maintenance process improvements. • Trains employees on equipment, tasks procedures, work standards and proper safety procedures, assigns and schedules personnel to attend internal and external training activities. • Prepares project estimates. • Prepares maps of as-builts for inclusion in records, files, and project folders. • Reviews daily logs, time sheets and workloads. • Recommends Capital Improvement projects, assists in the development and administration of operating budgets and project accounting systems. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Experience in water distribution maintenance and construction or related. • State of Iowa DNR Grade III Water Distribution Certificate required within one year of hire. State of Iowa DNR Grade IV Water Distribution Certificate required within four years of hire. Satisfactory driving record. Valid State of Iowa commercial driver’s license instruction permit upon first day in position. Valid State of Iowa Class A commercial driver’s license with air brake and tank endorsements within 6 months of hire. National Incident Management System Training ICS 100, IS 700 within two years of hire. Meet federal drug testing requirements. Requires a pre-employment drug screen. Must be 18 years of age. Must pass criminal background check. Must live within 25 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the position. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Updated: August 2025 (Admin Review) Knowledge, Skills, and Abilities • Ability to design and plan water system construction projects. • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Ability to perform basic mathematical calculations, calculate footage of water mains and determines amount of chlorine to add to water mains. • Ability to prepare written log sheets, routine reports, and records. • Ability to read and comprehend technical manuals, maps and blueprints, safety rules, operating and maintenance instructions, and procedure manuals. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Knowledge of hydraulics of distribution systems. • Knowledge of methods, practices and procedures used in the construction and repair of water systems. • Knowledge of occupational hazards and safety precautions. • Skill in operation of heavy and specialized equipment. • Skill in training and supervising work activities of assigned crew. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing basic, entry-level daily tasks and assignments. Does not carry out disciplinary action, does not hire or fire, is not responsible for writing or delivering performance review.
