HomeMy WebLinkAboutTransportation Services DirectorUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Transportation Services Director Department: Transportation Services Division: Administration Supervisor: City Manager FLSA: Exempt Civil Service: No Pay Grade: 33 Job Number: 3306 Job Summary Directs the operational, financial, personnel and related administrative activities of the Department of Transportation Services including Transit, Parking and Central Business District maintenance. Provides the public with a system of clean, safe and convenient transportation options. Represents the department before the City Council, the general public and the media. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Plans, directs, coordinates, and oversees the daily activities of the divisions within the Transportation Services Department. • Develops and implements department policies and operating procedures to provide coordination of activities within each division and ensure a complimentary relationship between the systems. • Plans long range department goals in conjunction with City Council strategic plan. • Recommends Capital Improvement Projects, equipment procurement and operational policies to the City Manager and makes oral presentations and answers questions at City Council and Commission meetings. • Responds to and resolves inquiries, requests, and complaints from the public and outside agencies or groups regarding City transportation, parking, and downtown maintenance issues. • Develops, administers, and monitors the Department's budget and approves expenditures. • Administers and monitors various service contracts, including paratransit services. • Administers state and federal grant reporting requirements and maximizes the amount of state and federal grant funds received. • Serves as the City’s representative with various regional, state, and federal regulatory agencies, including the Iowa Department of Transportation and Federal Transit Administration. • Monitors collection and handling of parking ramp, parking meter, parking permit and bus fare revenues. Updated: August 2025 (Admin Review) • Advises the City Manager on proposed expansion or changes to transit and parking services as it relates to the department. • Assists the City Manager in developing department policy recommendations to the City Council. • Oversees and coordinates department communications with City communications team. • Works with Coralville Transit, University of Iowa CAMBUS and paratransit service provider management to maintain coordinated and cooperative urban area transit service; works with University management to coordinate parking and enforcement planning and related issues. • Participates in state and federal transit and parking associations including committee assignments and direct contact with state and federal legislators. • Participates in Facilities Federal Transit Administration reviews processes and ensures compliance with federal regulations. • Develops and administers operations for maintenance of the Central Business District. • Works with Iowa City Downtown District on cooperative efforts in the Central Business District • Prepares required documents and reports for the City Manager, City Council, state and federal agencies and other regulatory agencies. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and six years of related experience; or ten years of related experience and/or equivalent combination of education and experience. Degree in Business Administration or related. • Valid driver’s license with satisfactory driving record. Must be 18 years of age. Must pass criminal background check. Must reside in the municipal limits of the City of Iowa City. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educational institution and seven years of related experience; and/or equivalent combination of education and experience. Experience in a mass transit agency. Knowledge, Skills, and Abilities • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to develop and present mathematical budget information. • Ability to effectively present information to top management, public groups, and/or commissions, or elected officials. • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Updated: August 2025 (Admin Review) • Ability to plan effectively, motivate tactfully, utilize staff efficiently and be sensitive to the concerns of the public. • Ability to read and interpret contracts, technical materials, maps, reports, and journal, financial reports, and legal documents. • Ability to reliably and predictably carry out duties. • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. • Ability to settle labor disputes and deal effectively with employees, the public, special interest groups and the media. • Ability to work with mathematical concepts such as probability and statistical inference. • Ability to write reports and articles for publication that conform to prescribed style and format. • Knowledge of City codes, union contracts and personnel policies. • Knowledge of City’s purchasing, financial and personnel policies. • Knowledge of federal and state grant management and municipal operations. • Knowledge of financial documents and ability to manage and create budgets and financial reports. • Skill in oral and written communication, marketing, and public relations. • Skill in the operation and maintenance of equipment used in the parking and transit systems. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Responsible for the overall direction, coordination, and evaluation of a department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising subordinate supervisors and direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
