HomeMy WebLinkAboutWater GIS TechnicianUpdated: August 2025 (Admin Review) CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Water GIS Technician Department: Public Works Division: Water Supervisor: Assistant Superintendent – Water / Water Superintendent FLSA: Non-Exempt Civil Service: Yes Pay Grade: 12 Job Number: 1215 Job Summary Prepares, maintains, and updates distribution and service system maps, plats, graphics, statistics, web applications and presentation materials with extensive use of geographic information systems (GIS). Use global positioning system (GPS) instruments to collect utility infrastructure data and train others in the use of basic GPS data collection. Under general direction, conducts on-site inspections of water construction including subdivision and site plan projects for conformance with codes and standards. Participate in construction plan reviews. Tracks all aspects of water construction projects. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Utilizes GIS to produce accurate maps, web applications, plans and graphics. • Trains others in the basic use of GIS applications and equipment. • Updates and creates GIS maps and applications as needed from as-built provided drawings or CAD files. • Establishes standards and procedures to organize and maintain utility records. • Maintains plan storage and mapping system, such as base maps, web applications, distribution and service system maps and related information. • Collects GPS information on utilities and use within GIS. • Manages water asset inventory and other associated asset data within asset management software and GIS. • Tracks and consolidates all aspects of water system construction, including pressure testing, bacterial testing, and as-built mapping within project folders. • Identifies non-compliance issues associated with specifications and inspected construction areas and informs appropriate parties of lack of compliance with City standards. • Coordinates water activities in the public right-of-way with other City departments as well as outside agencies and the public when necessary. • Manages the distribution model for design and analysis functions. • Interprets survey data. Updated: August 2025 (Admin Review) • Meets with contractors, engineers, and utility representatives regarding work within the public right-of-way. • Assists distribution and customer service staff on projects, as assigned. • Reviews shop drawings related to construction projects. • Works with GIS Coordinator to maintain system features, security, and hardware. • Conducts self in a professional manner which demonstrates courtesy and respect for all community members and coworkers. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and two years of related experience; or four years of related experience and/or equivalent combination of education and experience. Degree in GIS, Civil/Construction Engineering Technology, or related. Experience working with GIS and GIS web app development. • Valid State of Iowa driver’s license with satisfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abilities • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Ability to read and interpret maps, survey data and engineering design notes, as well as legal descriptions, documentation manuals, professional journals, technical procedures, or governmental regulations. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of basic civil engineering principles. • Knowledge of basic construction methods, materials, plans and specifications. • Knowledge of basic utility asset management. • Knowledge of basic water system engineering design basics. • Knowledge of GPS equipment and data collection techniques and standards. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and CAD, GIS online applications, desktop database management, ESRI, Arc GIS Platform, Python and Arcade programming. • Skills in mathematics and spatial relations.
