Position Title: Water Services Clerk

Job Summary
Under general direction, performs routine clerical duties requiring basic knowledge of
departmental procedures. Answers inquiries and complaints from the public and city employees
regarding departmental policies and services. Directs unanswered problems to appropriate
personnel.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Answers inquiries and complaints from the general public and City employees
concerning hydrant flushing, water quality, main break information, billing questions,
water leaks and City policies and procedures on water and utility services, directs
unanswered problems and inquiries to appropriate City personnel.
• Dispatches personnel in emergency situations, such as water main breaks, frozen pipes,
severe weather.
• Inputs data for meters, new construction, home sales, location of stop boxes, into
various software programs for reports.
• Greets and directs customers and vendors to appropriate secured areas of the facilities.
• Creates and prints weekly workload of cardings, shut-offs, resets, finals, and work-
orders.
• Schedules appointments, compiles customers information, and organizes appointment
information for staff.
• Initiates shut-off procedures for accounts that no longer need service, prepares notices,
contacts landlords to gain access to tenant’s buildings, coordinates scheduling.
• Receives and relays emergency Iowa ONE calls for utility locates to locate tickets for
water, wastewater, and traffic engineering.
• Receives and counsels customers regarding high usage, reading of the meter, water
quality complaints and stop box issues.
• Assists in training new office personnel and staff in office policies and procedures.
• Orders and tracks office supplies, reconciles purchase card, prints orders and office
equipment repairs.

• Conducts self in a professional manner which demonstrates courtesy and respect for all
community members and coworkers.
• Performs all other related duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• High school education or G.E.D. and four to six months of related experience or training;
or equivalent combination of education and experience. Experience in clerical office
work.
• Valid State of Iowa driver’s license with satisfactory driving record. Must be 18 years of
age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• High school education or G.E.D. and seven to twelve months of related experience or
training; or equivalent combination of education and experience.
Knowledge, Skills, and Abilities
• Ability to apply common sense understanding to carry out instructions furnished in
written, oral, or diagram form.
• Ability to deal with problems involving several concrete variables in standardized
situations.
• Ability to effectively present information in one-on-one and small group situations to
customers, clients, and other employees of the organization.
• Ability to perform basic mathematical calculations, ability to add, subtract, multiply, and
divide in all units of measure, using whole numbers, common fractions, and decimals,
ability to calculate percent.
• Ability to prepare written correspondence.
• Ability to read and interpret maps, work orders and purchase requisitions.
• Ability to reliably and predictably carry out duties.
• Knowledge of basic water distribution system operations.
• Knowledge of City street locations.
• Knowledge of general office procedures.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).

No supervision of direct reports.

While performing the duties of this job, the employee is regularly required to talk or hear. The
employee is frequently required to sit; use hands to finger, handle, or feel and reach with hands
and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or
crawl. The employee must occasionally lift and/or move up to 10 pounds. Specific vision
abilities required by this job include close vision, distance vision, color vision, depth perception
and ability to adjust focus.

The noise level in the work environment is usually moderate. Duties are generally performed in
