Consultation with the Planning and Zoning Commission regarding the proposed Historic Landmark Designation of 302-316 E. Bloomington Street Mayor Teague welcomed everyone and provided brief introduction regarding the proposed rezoning. Planning & Zoning Commission Chair Hensch provided Council with an explanation of the application process and the decision on designating 302-316 E Bloomington Street a Historical Landmark. Commissioner Wade provided and explanation for his descending vote. Wade, Quellhorst, and Craig provided additional information. Individual Council members asked questions. [Severe Weather— Break 4:18 p.m. — 4:50 p.m.] Individual Council members questions continued. City Attorney Goers provided additional information regarding the subdivision of property. Individual Council members expressed their views. 2. Whole Worker Health Equity Survey, Report, and Needs Assessment by Johnson County Public Health and Escucha Mi Voz Iowa Karrey Shannon, Community Health Nurse for Johnson County Public Health, Meredith Malloy, UI College of Public Health Master's Program, Arizay Guzman, CDC Public Health Associate, Yaneli Canales, Johnson County Public Health gave a brief background on the grants funds received, Partnering for Vaccine Equity, and presented a PowerPoint on how the funding was used by discussing the following: ➢ Partnering for Vaccine Equity ➢ Snapshot of COVID-19 Vaccine Accessibility r COVID-19 and Influenza Vaccination Data in Johnson County ➢ Demographics COVID-19 and Influenza Vaccine Status Additional Findings Housing Recommendations for Policymakers and the public from Escucha Mi Voz April 16, 2024 Page 2 Emily Sinnwell, Nurse Practitioner at the University of Iowa College of Nursing, provided additional information on collecting immigrant status. Shannon provided additional information on why Johnson County needs the information and how they use it. Individual Council members express their views. 3. Presentation by the Ad-hoc Truth and Reconciliation Commission (TRC) Lauren Merritt, TRC Vice-Chair presented Council with an update on the TRC progress and presented a PowerPoint on the following: ➢ Phase One: System Design Learning ➢ Phase Two: System Design Practice Chastity Dillard, TRC Chair discussed the following: ➢ Phase Three: Subject Matter Experts ➢ Phase Four: Execute Truth Telling Model Dillard and Merritt answered council questions and provided additional information. V. Fixmer- Oraiz, CEO & Founder Astig Planning, provided additional information. Individual Council members expressed their views. Information Packet Discussion [April 4, April 111 April 4— no discussion. ➢ April 11 — 1. (I P4 — Pending City Council Work Session Topics) Councilor Bergus asked if Councilors wanted continue discussion on alternative crisis response after the March 19'" work session presentation from Tom Jones, Executive Director, Joint Emergency Communication Center (JECC), Iowa City Fire Chief Lyons and Iowa City Police Chief Liston on Public Safety Calls for Service. City Manager Fruin noted the item was not currently on the pending list and would get it added. Councilor Moe asked about prioritizing the list. Council agreed to have a work session to prioritize pending work session topics. Individual Council members expressed their views. Action: Staff will add Alternative Crisis Response to the pending list. 4. University of Iowa Student Government (USG) Updates. Noah Le Fevre, USG Liaison and Matthew Monsivais, USG Alternate presented updates. 5. Council updates on assigned boards, commissions, and committees No updates. Adjourn 11:32 p.m.
