6.c Arts Fest & Jazz Fest-alcohol agreement
Resolution approving an agreement with Summer of the Arts, Inc. to allow the
— , ( sale, consumption, and possession of beer and wine on City streets during Arts
Fest and Jazz Fest.
Comment: The City Code allows private entities by agreement to sell and their
customers to consume and possess alcohol on public right-of-way under limited
circumstances. Summer of the Arts, Inc. would like to be able to sell beer and
wine in a demarcated area on N. Clinton St. during Arts Fest and Jazz Fest. This
resolution approves the attached agreement, which is the same agreement as last
year.
6.d Budgeted Positions - Engineering
Resolution amending the AFSCME pay plan by adding the position
— I �., Asset Management Technician to grade 12.
Comment: This resolution authorizes the Engineering Division to proceed with
hiring an Asset Management Technician position, which is funded by the City
Council in the Fiscal Year 2025 operating budget. The position was created and
funded by the City Council in the Fiscal Year 2024 operating budget. The
position will assist with the Public Works Department with the implementation,
operation and maintenance of the City's asset management program.
6.e Water Treatment Plant Chlorine Feeder System Upgrade Project
Resolution accepting the work for the Water Treatment Plant Chlorine Feeder
- 113 System Upgrade Project.
Comment: This project generally included replacement of the Water Treatment
Plant chemical feed equipment that had reached the end of its useful life as well
as removal of the ammonia feed system that is no longer utilized within the water
treatment process.

6.i Mid-American Energy Transmission System Expansion
Resolution approving MidAmerican Energy Company's proposal to expand
it -7 its electrical transmission system.
Comment: MidAmerican Energy Company filed a petition with the State of Iowa
Department of Commerce Utilities Board for the installation of 1.28 miles of
electrical transmission lines, with the west terminus at MidAmerican's Northgate
Substation, which falls within the municipal boundary of the City of Iowa City.
6.j Grant Agreement with Neighborhood Centers of Johnson County for Building
Acquisition and Renovation
_ i I Resolution authorizing the City Manager to sign a grant agreement with
the Neighborhood Centers of Johnson County for building acquisition and
renovations.
Comment: This resolution will approve the allocation of $2,000,000 of State and
Local Fiscal Recovery (SLRFR) funds to the Neighborhood Centers of Johnson
County (NCJC) to acquire two buildings in the Towncrest neighborhood to add an
Early Childhood Center providing five licensed classrooms, a library, a computer
lab, a multi-purpose space with a kitchen and a large after school classroom in
one building and a Family Resource Center providing dedicated office space and
conference/training rooms for NCJC administration and family support workers in
the other building.

6.k FY 2025 Mobility Coordinator 28E Agreement
Resolution authorizing the Mayor to sign and the City Clerk to attest the FY 2025
/ IC( 28E Agreement between the City of Iowa City and Johnson County for the
Mobility Coordinator position.
Comment: This is a resolution to continue the joint funding agreement with Johnson
County Social Services for the Mobility Coordinator position. The position provides
transportation and mobility referrals, education, and community outreach
in Iowa City and across the metro area. Iowa City will contribute $41,196 (35%) of
the total cost of the position in FY25, while Johnson County will contribute $58,851
(50%) and Coralville will contribute $17,655 (15%).
6.1 FY25 Transit Service Agreement with University Heights
Resolution authorizing the Mayor to sign and the City Clerk to attest the FY25
a2-1 - I Z0 Agreement between the City of Iowa City and the City of University Heights for
' the provision of transit service within the corporate limits of University Heights.
Comment: This resolution approves the FY25 agreement for Iowa City Transit to
provide transit service within the corporate limits of University Heights. The level
of transit service provided will remain the same as in FY24. The proposed FY24
contracted amount of$47,135.27 is a 3.9% increase from FY24 based on the
National Consumer Price Index. University Heights approved this agreement at
their March 12th, 2024 City Council meeting.
6.m Final Plat - Ronalds Subdivision
Resolution Approving Final Plat of Ronalds Subdivision Iowa City, Iowa.

Comment: Staff recommends waiver of the preliminary plat and approval of the
final plat subject to approval of the legal papers by the City Attorney's Office. It
is anticipated that the legal papers will be approved prior to the May 7 City
Council meeting. Approval will result in the creation of two residential lots. No
new public improvements are necessary to develop this land.
6.n Deer Management Plan
Resolution approving the Deer Management Plan for Years 2024 to 2029
aa and authorizing the City Manager to implement the plan.
Comment: The Iowa Natural Resource Commission (NRC) is authorized to
approve deer management in urban areas, including regular hunts, in addition to
special hunts. In 2019, City Council adopted its current Deer Management Plan
(Resolution No.19-216) to allow for a combination of lethal and non-lethal deer
management activities. The plan is now at the end of its planning horizon and must
be updated for the next five-year period. The deer management plan attached to
the resolution allows the City to request authorization from the NRC to continue its
non- lethal deer management activities and its annual bow hunt program over the
next five years, in addition to at least one and possibly two professional
sharpshoot events.

7.a Asphalt Resurfacing 2024 Project
Resolution setting a public hearing on May 21, 2024 on project manual and
- 123 estimate of cost for the construction of the Asphalt Resurfacing 2024
Project, directing City Clerk to publish notice of said hearing, and directing
the City Engineer to place said project manual on file for public inspection.
Comment: This project includes asphalt overlay on Park Road and East Benton
Street, as well as chip seal on Taft Avenue. The estimated construction cost is
$1,350,000 available in the Annual Pavement Rehabilitation account,
account#S3824.
7.b Landfill Equipment Building Replacement Project
Resolution setting a public hearing on May 21, 2024 on project manual and
)�-L{ estimate of cost for the construction of Landfill Equipment Building Replacement
Project, directing City Clerk to publish notice of said hearing, and directing the
City Engineer to place said project manual on file for public inspection.
Comment: This item will set the public hearing for the Landfill Equipment Building
Replacement Construction Project. This project includes construction of the new
equipment building at the landfill. The estimated construction cost is $4,650,000 and
will be funded by the Landfill Fund through Account Number 3328.
7.c Fire Station 1 Apparatus Bay Slab Reconstruction Project
Resolution setting a public hearing on May 21, 2024 on project manual and
1-} - I D__S estimate of cost for the construction of the Fire Station 1 Apparatus Bay Slab
Reconstruction Project, directing City Clerk to publish notice of said hearing,
and directing the City Engineer to place said project manual on file for public
inspection.
Comment: This agenda item begins the bidding process for the construction of
the Fire Station 1 Apparatus Bay Slab Reconstruction Project. The project
includes replacing the front half of the slab with structural concrete, installing new
floor drains and a code required sand/oil separator with connection to the sanitary
system and associated exterior pavement replacement. The estimated cost of
construction is $300,000 and funds are available in the Fire Station 1 Apparatus
Bay Slab Reconstruction account #Z4409 and in the City's Storm Water Fund.
7.d Transit Funding Application
Resolution setting a public hearing for the June 4, 2024 City Council Meeting
— 1- _.(p regarding the FY2025 Iowa Department of Transportation Consolidated
Transit Funding Application for Iowa City Transit.
Comment: The Metropolitan Planning Organization of Johnson County will be filing
a consolidated transit funding application on behalf of Iowa City Transit with the
Iowa Department of Transportation. This is an annual process that Iowa City
undertakes, outlining state and federal funds requested for operating and capital
expenses and ensures projects become eligible for potential use of federal funds.
In accordance with statutory requirements, a public hearing will be held at the
June 4th, 2024 City Council meeting.

Community Comment is for items not properly noticed on the agenda, Council cannot engage
in discussion or debate due to open meetings laws.

remotely.
Individuals will be provided 3 minutes to speak. The Community Comment period will end at

Ordinance rezoning property located at 302-316 E. Bloomington Street from
Central Business Service (CB-2) zone to CB-2 with a Historic District Overlay
(OHD/CB-2) zone. (REZ24-0001) (Second Consideration)
Comment: At its meeting on February 8, the Historic Preservation Commission
recommended approval of REZ24-0001 by a vote of 8-0. At its meeting on
February 21, the Planning and Zoning Commission recommended approval of
REZ24-0001 by a vote of 6-1 (Wade in the negative). The rezoning recognizes
the property as an Iowa City Historic Landmark. Correspondence included in

Comment: On April 3, 2024 the Planning and Zoning Commission recommended

Addition by a vote of 5-0 (Padron and Quellhorst absent). Approval of the combined

10.a FY25 Utility and Parking Rates Public Hearing
Ordinance Amending Title 3, Entitled "Finances, Taxation And Fees," Chapter
4, Entitled "Schedule Of Fees, Rates, Charges, Bonds, Fines, And Penalties".
(Second Consideration)
Comment: Title 3, Chapter 4 amendments include a 3% increase in water users
charges, a 5% increase in wastewater user charges, an increase in residential
solid waste collection fees for curbside recycling fees by $1.00 per dwelling unit
per month, an increase in the tipping fee charged at the landfill by $2.50 per ton,
an increase in the hourly parking ramp fee by $1.00 per hour in the Court Street
Transportation Center, Tower Place, Capital Street and Dubuque Street parking
ramps, an increase in the hourly parking ramp fee by $1.25 per hour in the
Chauncey Swan and Harrison Street ramps with the first hour free, an increase in
the hourly parking meters from between $0.75 to $1.50 depending on the location
and an increase in the fines for parking violations by varying amounts per violation
in fiscal year 2025.

10.c Tobacco Permit Moratorium
Resolution establishing a moratorium on the issuance of new tobacco permits
?LI 1 Z114 in Iowa City, Iowa until January 1, 2025.

Comment: Tobacco permits for businesses within the City are issued by City
Council. There has been an increased presence of retail outlets primarily
Se-e focused on retail sales of tobacco, tobacco products, alternative nicotine
products, and vapor products. Council wishes to study how to mitigate the
� harmful impacts of tobacco, tobacco products, alternative nicotine products, and
vapor products on public health.
During the course of this study, it is prudent to establish a moratorium until January
1, 2025 on the issuance of new tobacco retail permits (i.e. not renewals of existing
permits) within Iowa City.

10.d Riverside Drive Pedestrian Bridge at Iowa Avenue Rehabilitation Project
Resolution setting a public hearing on May 21, 2024 on project manual and
estimate of cost for the construction of the Riverside Drive Pedestrian Bridge at

Comment: This project includes concrete and expansion joint rehabilitation as well
as new handrail, electrical lighting, and bridge deck coating for the Riverside Drive
pedestrian bridge at Iowa Avenue. The estimated construction cost is $1,250,000
available in the Riverside Dr. Pedestrian Bridge at Iowa Ave. Rehab Account
#S3978. [Deferred from 04/16/20204] Because a lack of steel availability will
prevent the project from being completed this summer, when University students
are less prevalent, Public Works staff asks that this item be rejected. Staff will later
pursue a new Council approval process accommodating a summer of 2025
construction schedule.
