NOTICE
THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
AD HOC TRUTH AND RECONCILIATION COMMISSION
One Vacancy—Unexpired Term
Term: Upon appointment—December 31, 2024
• The City Council has established the Truth and Reconciliation Commission (TRC) to bear witness to the
truth of racial injustice in Iowa City and to carry out restorative justice, through the collection of testimony
and public hearings, with such work to include a recommendation to the Council of a plan for dedicating
and/or renaming public spaces and/or rights of way in honor of the Black Lives Matter movement;
The charges of the TRC are as follows:
A. Fact-Finding The TRC shall collect evidence, including first-hand testimony,of discrimination and racial
injustice in multiple settings and compile a complete record of racial injustices that will inform and support
the fundamental institutional and policy reforms necessary to address systemic racism.
B. Truth-Telling The TRC shall: 1) Provide multiple fora and creative opportunities for persons impacted
and traumatized by racial injustice to share their stories of racial injustice and experience to be heard by:
(a)fellow communities of color, (b) a broad cross section of the entire Iowa City community; and(c) key
decision-makers in city government,the business community and the University;2) Explore ways to
provide such opportunities through art, music,theater,workshops, rallies and other forms of
congregation, multimedia and listening designed to reveal truths that cannot be fully expressed in
traditional fora;and, 3) Create a repository for community stones expressed in multiple media(written,
video, audio, art)that can be catalogued and used to educate and inform members of the community.
C. Reconciliation The TRC shall: 1) Provide opportunity for and facilitate direct conversation among and
between community members of color,white community members and representatives of various
sectors in which people of color experience discrimination and injustice(e.g. police and protesters,
landlords and tenants,students and teachers, patients and health care providers, business owners and
staff);2) Create a replicable model that provides a structure for enabling these conversations throughout
the city; 3) Make available opportunities for a broad cross section of the community to learn about
discrimination and racial injustice in our community;and,4) Identify and recommend to the City Council
institutional and policy reforms, new social practices, expectations, protocols, habits, rituals,
conversations and celebrations that will move Iowa City toward a shared experience of race and
difference,justice and equity and community and harmony.
• The TRC shall have members who are representative of the City's BIPOC communities and
organizations, including those who have direct lived experience with systemic racism, as well as
experts who support those communities. To the extent possible, as determined by the City Council,
the TRC shall include representation from groups such as the Iowa Freedom Riders, the Black
Voices Project, the South District Neighborhood Association, the Iowa City Human Rights
Commission, and the Community Police Review Board. Johnson County residency is required.
Iowa City residency is preferred but not required if an applicant offers expertise or representation
not available from applicants who reside in Iowa City. Members of other City boards and
commissions are eligible to serve on the TRC;
• The TRC will have an organizational meeting within 30 days of appointment of all its members by the City
Council and will determine the frequency and conduct of its meetings.

submitted on the City of Iowa City website at www.icgov.org or by contacting the City Clerk's office. Questions

The Housing and Community Development Commission makes recommendations to
the City Council regarding the distribution of federal CBDG/HOME funds. The general

decision-making process or gain inside information with regard to such activities, may
obtain a financial interest or benefit from a federally-assisted activity, or have a

It was started after the Black Lives Matter movement in 2020 with support from Janice
Weiner and Laura Bergus. The TRC was created to look at racial justice and have
conversations focused on healing and trauma-informed perspectives for restorative justice.

Experience and/or activities which you feel qualify you for this position:
I graduated with a bachelors of psychology from the university of Iowa in 2022 after
completing undergrad during a global pandemic. I then went on to be a certified brain injury
specialist that rehabilitated those who have sustained traumatic or acquired brain injuries. I
then transitioned to intensive psychiatric rehabilitation in rural Iowa where I provided mental
health support and resource acquisition to underserved communities. I am now working as a
trans cranial magnetic stimulation specialist for a mental health company in Iowa City,
where I treat patients with treatment-resistance depression or OCD. I am getting my masters
of Social Work through the University of Denver Graduate School of Social Work. I have years
of experience volunteering with underserved populations and providing advocacy as well as
support to those in need which feel has made me a great candidate. I continuously ask
myself how I can give back to a community that has done so much for me and actively work
towards making Iowa City a better place by supporting those in need, increasing awareness
about services available for those in need, and helping others who do not have access to
resources. As a social work student I feel that my fight against injustice starts small and that
means being apart of boards and commissions to help create a better, just world for the
youth who will live in it not so long from now. My experience in social work has opened my
eyes to the importance of macro level social work and the need for social workers to be
social justice advocates as well as a resource for our clients. Overall. I hope my small
contributions can allow me to leave this world in a better place than I found it.
What is your present knowledge of each advisory board you are interested
in?
Ad Hoc Truth Commission: I believe I am a good candidate for this commission as my work
as a social worker student has provided me with a wealth of knowledge to fight racial
injustice as well as be solution focused in figuring out ways to solve these problems so that
everyone can benefit. I believe my drive to uplift others voices and fight for injustice can be
a great asset to this board. As stated in my experiences, I have identified my passion for
social change as well as the importance for macro level social work. I believe that being able
to give back to my community and advocate for others will also assist me in being a great
social worker.

• Duties: To exercise all the powers granted to cities and towns under Chapter 330 of the
Code of Iowa, except the power to sell said airport.
• To annually certify the amount of taxes within the limitations of the Statutes of the State of
Iowa to be levied for Airport purposes. All funds derived from taxation or otherwise for
airport purposes shall be under the full and absolute control of the Airport Commission,
deposited with the City Treasurer, and disbursed only on the written warrants or order of
the Airport Commission.

• Duties of the Community Police Review Board include: Reviewing Police Department
investigations into allegations of misconduct lodged against police officers; conducting further
investigation of the complaint when the Board deems it necessary, and issuing a public report
which explains why and the extent to which the complaint is sustained or not sustained;
• Maintaining a central registry of complaints against sworn police officers and issuing annual
reports regarding the disposition of the complaints to the City Council;
• Reviewing police policies and practices from time-to-time and recommending changes to the

As a public defender I work with individuals accused of wrong doing and work to ensure that
their due process rights are followed. As part of my work I also participate in fact-finding
investigations. I feel my work as a public defender would bring a unique perspective to the
board in working to make sure that allegations of misconduct are properly addressed and
that investigations are properly conducted. I previously served as a City Commissioner in
Dubuque from 2016-2018.
What is your present knowledge of each advisory board you are interested
in?
My understanding of the CPRB is that it investigates complaints and ensures that
investigations into police misconduct by the Iowa City Police Department are properly
conducted in a fair manner. In addition, my understanding is that the CPRB reviews police
policies, procedures, and practices, and may recommend modifications to them to the City
Council. I would like to serve on this commission for two reasons. First, I want to be involved
in my community in some form of civic engagement. Second, I feel strongly about ensuring
that we have a police force with community oversight and accountability to ensure public
trust and safety.

I'm an associate professor of English literature (specializing in medieval studies) and Director
of the Literature Program at Florida International University (FIU) in Miami, Florida, from
which I work remotely while living full-time in Iowa City. When I first visited Iowa City in 2015
to participate in a summer seminar sponsored by the National Endowment for the
Humanities, I stayed at the Emma Harvat House: it was my first introduction to one of Iowa
City's beautiful historic residences and the story it related about the city and its
neighborhood. Since moving here permanently in 2021, I have enjoyed learning more about
the history of my own house and neighborhood, and have sought ways to contribute directly
to the community of this city. I have begun to accomplish some of that work through writing
a successful 2023 application for the City of Iowa City Public Art Matching Grant Program,
which led to Thomas Agran's new mural in the North Market Square Park. I have also
supported landmark preservation status for the Slezak-Holub-Skarda Building through City
Council meeting attendance and letter-writing. I am eager to join the Commission, if
selected, to facilitate preservation of the city's history while also supporting the city's vibrant
growth and future. Professionally, my research includes historic building structures in
medieval England (as they were sometimes decorated with wall texts, about which I've
published); my home in Iowa City is the birthplace of Irving Weber, and was initially built by
his grandparents, Philip and Anna Weber, as part of the wave of German and Bohemian
immigrants whose characters have shaped several of the residential neighborhoods and
business districts in Iowa City. My interest in this Commission arises out of the convergence
of my professional and personal circumstances, which have influenced how I value
preservation of a community's history through its architectural tapestry. As a researcher,
teacher, program director, four-year member of my faculty senate, and secretary of the
faculty union, I am familiar with the administrative and bureaucratic processes that can
provide stability, continuity, and structure to the work of this Commission. I am skilled in
communicating to a variety of audiences, and willing to lend my research and presentation
skills as needed.

I've been reading agendas and minutes of the board since I moved here in 2021 and learned
of it and became interested in its work. I have spoken to a former member of the
commission about its work and attended one in-person meeting.

I have served as a city council member for 5 years previously in Marion, IA. I stepped down
from that role because I moved to IC. I also have several years of experience managing in
higher education and I am a veteran of the US Air Force.
What is your present knowledge of each advisory board you are interested
in?
I have reviewed several of the previous agendas and also spent time understanding the
recent strategic plan set by the council in Iowa City. My knowledge of how city government
works and my desire to serve my community have brought me to applying for one of the
open boards/commissions. I don't come with a personal agenda - I am committed to serving
the larger IC community.

Through my administrative (treasurer) work with a local nonprofit organization (WONPO for
Vets), I have developed real world experience with grant and fund management, tax
preparation and bookkeeping, and comprehensive organizational outlook. I'm excited to
work with the Housing and Community Development Commission to continue my work in
supporting and learning about our community.

With regard to the HCDC, I am aware of the duties of the position which include reviewing
and scoring grant proposals, making funding recommendations to City Council, and
reviewing and approving City reports. I'm also aware that public meetings for the HCDC are
held on the third Thursday of every month at 6:30 p.m. at the Iowa City Senior Center.

I have unique experiences which provide value-added to HCDC. My educational and career
experiences have provided me with a solid foundation for understanding the populations
served by the organizations seeking funding. My career was spent in the non-profit human
services sector with Executive Management experience at both the local and national level. I
have both written and implemented grants, worked in conjunction with Boards of Directors
and board committees, and adhered to principles that served the public trust. My education
includes a bachelor's degree with concentrations in business administration and sociology,
with additional study at the graduate level in business administration. My personal
experiences which provide unique qualifications and understanding for HCDC appointment
include participating in the Housing Choice Voucher Program as well as other programs that
serve low-income residents of Iowa City. I understand on a deeply personal level affordable
housing needs and how the definition of "affordable housing" can be viewed very differently
by those in the lowest-of-low-income level. I've personally experienced the need for more
one-bedroom housing choices and the difficulty with some landlords excluding potential
tenants based on rental assistance. I see opportunities for progress in these areas and how
HCDC can be an instrument for change through the organizations it assists with funding. My
views, interests and experiences are through the lens of a low-income disabled senior citizen
who has enthusiasm for finding solutions to the housing needs of Iowa Citians. I have
qualifications that fulfill diversity and inclusion commitments on behalf of the City. And I
have the strong desire to continue helping make Iowa City an affordable home to people
regardless of income level.
What is your present knowledge of each advisory board you are interested
in?
I have served approximately 2 years of an unexpired term on the Housing and Community
Development Commission, with the original term to expire at the end of June 2024. I've been
an active participant on the commission and have gained valuable knowledge on not only
the requirements of the commission but also on the intricacies involved in carrying out its
work.

I have 35 plus years in nonprofit management experience and 13 of those years were spent
managing a nonprofit located in Iowa City. I'm very familiar with local nonprofit services,
fundraising, nonprofit financial management, governance, policy management and grant
writing and management. While a member of HCDC I chaired a subcommittee to review the
nonprofit funding process of HCDC beginning spring 2023. The subcommittee will make
recommendations to HCDC at the April 2024 meeting.

services providing programming to low/moderate income individuals, in Iowa City.

publicize efforts in provision of services and housing to residents. The commission also seeks
input from citizens toward development of strategies regarding funding services and
