1. Special Presentation —American Public Works Association Top Ten Public Works
Leaders of the Year Award Presentation
City Manager Fruin congratulated Public Works Director Ron Knoche and provided Council with
a brief history of Ron's career. Keith Pugh, Past President with American Public Works
Association presented the Top Ten Public Works Leader of the Year Award to Public Works
Director Ron Knoche. Pugh noted this is lifetime achievement award for outstanding
achievement as a Public Works Professional. Public Works Director Ron Knoche accepted and
shared special a thank you to his family, friends, coworkers, and colleagues.
2. Ad Hoc Truth & Reconciliation Commission Presentation
Chastity Dillard, Ad Hoc Truth & Reconciliation Commission (TRC) Chair presented a
PowerPoint on the following:
➢ Definition of Systemic Racism
➢ Phase Three: Subject Matter Experts
➢ Phase Three: Expert Testimony & Research
➢ Phase Three: Community Engagement Projects
➢ Phase Four: Finalize Model & Complete Deliverables
Amos Kiche, TRC Commissioner Stated the commission would be asking for additional funding
in an upcoming budget request to hire a facilitator. Kiche noted that other items may come up
during that discussion such as officer space and the budgeting process. Louis Tassinary, TRC
Commissioner provided additional comments on the importance of the TRC and the work they
are doing, stating that to move forward the commission will need additional support. Chad
Simmons, TRC Commissioner, discussed the four-year anniversary of George Floyd's death,
funding and continuing the work of the commission. Individual Council members asked
questions. City Manager Fruin provided additional information regarding Black Lives Matter
funding and information on allocation of funds. I
