Social Service Needs Assessment,
Capital Planning
• Iowa City Free Medical Clinic - $ 1 , 000, 000
Planned Renovations will increase the exam rooms available,
facilitate increased number of volunteer practitioners, increase
medical storage (including refrigerated medication), create a
dental laboratory, multi-purpose room and acquire medical
equipment to serve growing number of individuals seeking
care.
• Neighborhood Centers of Johnson County - $270007000
• Acquire two buildings in the Towncrest neighborhood for a
Family Resource Center and an Early Childhood Center
(provide at least 50 early childcare slots). Includes a library,
computer lab, multi-purpose room with kitchen and a large
after school classroom.
Affordable Housing
Actively seeking properties for publicly owned affordable
housing — permanently affordable.
Anticipate over $ 1 ,600,000 available. Acquire all
properties or have signed purchase offers by December
31 , 2024.
Mental Health Services
Partnership with CommUnity Crisis Services to
expand Mobile Crisis Outreach . In Progress
Workforce Development
• UI Labor Center - Pre-apprentice Program targeting
underserved populations in the building and construction
trades (funded through Dec. 31 , 2026) .
• Childcare Workforce Development — funded 4Cs to add a
consultant focused on recruitment and navigation of the
childcare workforce. In progress.
• Childcare Wage Enhancement Program — partnering with
Johnson County and community partners to administer the
Childcare Wage Enhancement Program (funded through
Dec. 31 , 2026) .
Small Business , Arts , Culture and Tourism
Investments
• Think Iowa City to replace $ 125,000 in lost hotel/motel tax
due to COVID and develop and administer a $ 125,000
tourism and visitor recovery grant program . In progress.
• Proposed : Anticipate agreements in June to award each
of the two Self Supported Municipal Improvement Districts
(SSMID) $250,000 to provide flexible support to help
businesses and arts and culture organizations to continue
working on recovery efforts.
• Proposed : Stake Park Renovation Grant Project.
Anticipate an award of $500,000 to ensure project can
move forward . Once complete the facility will be a
regional tourism draw and a premiere community
recreational amenity along the Iowa River.
Government Services & Revenue Replacement
• Utility Assistance Program. Brought utility accounts
current as of June 1 , 2022 . Total cost was $676, 146.49.
Completed .
• Administrative Expenses — Expenses attributed to ARPA
administration paid through interest derived from the City's
receipt of ARPA funds. Total to date is $ 133,866.26. In
progress.
• Lead Reduction - Program to replace lead water service
lines. $500,000.
• Workplace Retention Incentive — City provided an
incentive in response to an increase in turnover rates and
a shrinking applicant pool for many critical positions.
$ 1 ,377,770.95. Completed .
