Consent Calendar - Resolutions and Motions I ,CA U 1�1 • 6.a April 2024 Disbursements Motion to approve disbursements in the amount of$13,908,847.84 for the period of April 1 through April 30, 2024, as recommended by the Finance Director subject to audit. Disbursements are published and permanently retained in the City Clerk's office in accordance with State Code. 6.b Wastewater Pump Replacement Resolution authorizing the procurement of four replacement wastewater pumps. Comment: This Resolution will approve the procurement of influent wastewater pumps for the Wastewater Treatment Facility. This purchase will exceed the $200,000 spending authority of the City Manager, thereby requiring Council approval. Over the course of this contract the City expects to expend approximately $296,352.00. 6.c Terrell Mill Park Grant Application Resolution approving application for Iowa Department of Natural Resources grant — I '-(C to develop a skate park and pump track at Terrill Mill Park and authorizing the City Manager to sign a grant agreement if awarded. Comment: Grant application to the Iowa Department of Natural Resources for the Land and Water Conservation Fund grant program in the amount of $200,000. Grant funds to be used to expand the Terrell Mill Skate Park into a multi- use Roller Park which will accommodate beginner and intermediate skateboarders, inline skaters, roller skaters, scooter riders, and bicyclist of all ages. Total estimated cost of the project is $1,322,581. 6.d ARPA Agreement: Iowa City Downtown District D,c.f — I Resolution authorizing the City Manager to sign a grant agreement with Iowa City Downtown District for American Rescue Plan Act (ARPA) funds. Comment: This resolution will approve the allocation of$250,000 of State and Local Fiscal Recovery Fund (SLFRF) funds to the Iowa City Downtown District for placemaking improvements which support recruitment and retention of small businesses within the District. 6.e ARPA Agreement: South of 6 y —I Resolution authorizing the City Manager to sign a grant agreement with South of 6 Business District for American Rescue Plan Act (ARPA) funds. Comment: This resolution will approve the allocation of$ 250,000 of State and Local Fiscal Recovery Fund (SLFRF) funds to the South of 6 Business District for placemaking improvements which support recruitment and retention of small businesses within the Dist ict. Comment: This item will accept the sanitary sewer and water main public improvements for Riverfront West First Addition, generally located west of S Riverside Drive and south of Myrtle Avenue. 6.g 2023 ADA Curb Ramps Project Resolution accepting the work for the ADA Curb Ramps 2023 Project. Comment: The project has been completed by Feldman Concrete of Dyersville, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. 6.h Mid-American Energy Fiber Optic Communication System Resolution authorizing the Mayor to sign and the City Clerk to attest a license - 15 ? agreement between the City of Iowa City and Mid- American Energy Company, to use certain public rights-of-way for the installation, operation and maintenance of a fiber optic communication system. Comment: This license agreement, between the City of Iowa City and Iowa and Mid-American Energy company, will allow Mid-American Energy Company to install, operate and maintain an underground fiber communication system. 6.i .5 FTE Asst. City Attorney to 1.0 FTE Resolution amending the budgeted positions in the City Attorney's Office by e11 I SL{- increasing one .5 FTE Assistant City Attorney position to 1.0 FTE Assistant City Attorney. Comment: This resolution amends the FY 2025 budget to increase the single .5 FTE Assistant City Attorney position to 1.0 FTE. 7. Consent Calendar- Setting Public Hearings 7.a Vacating Easement on Barker's Second Subdivision Resolution of intent to consider the vacation of a sewer easement in - I SS Barker's Second Subdivision and setting a public hearing thereon for June 18, 2024. Comment: The City has a sewer easement in Barker's Second Subdivision (properties along Willow Creek Dr.) . Since 2000 the City has considered the easement to be abandoned, that is the City has not used the easement area for a sewer. Staff recommends vacating the easement. Y-6 Comment: This project includes pavement repairs associated with water main breaks on various streets throughout Iowa City. Comment: The Metropolitan Planning Organization of Johnson County will be filing S-e , a consolidated transit funding application on behalf of Iowa City Transit with the `Ph,-61 Iowa Department of Transportation. This is an annual process that Iowa City undertakes, outlining state and federal funds requested for operating and capital expenses and ensures projects become eligible for potential use of federal funds. It is intended to address public nuisance and safety concerns that have arisen regarding the use of toys that shoot projectiles, such as gel and water-based beads commonly known as "Orbeez," in crowded public places. Surrounding communities have ordinances that prohibit the throwing or shooting of projectiles in and on public places. (Second Consideration) Comment: Currently, all parks but Chauncy Swan, College Green, and Black Hawk r Ck Mini Park are closed from dusk to dawn. Under this ordinance Chauncey Swan and College Green would be closed from midnight to dawn to continue to allow use later into the evening. (Second Consideration) Comment: The Governor recently signed HF2568 requiring drivers to yield the right of way to bicyclists in cross walks, and this ordinance amends the City Code to be consistent with HF2568.
