THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
HISTORIC PRESERVATION COMMISSION
Two Vacancies:Three-Year Term
July 1, 2024—June 30, 2027
(1)At-Large Representative
(1) College Green Representative
• Duties of the Historic Preservation and Land Marks Commission include: conducting studies for
the identification and designation of Historic Districts; reviewing and acting upon all applications
for Certificate of Appropriateness; cooperating with property owners and city agencies regarding
remedy of dangerous conditions.
• Furthering the efforts of historic preservation in the City by making recommendations on
preservation issues, when appropriate, by encouraging the historical, architectural or cultural
value, and by encouraging persons and organizations to become involved in preservation
activities.
• Applicants for district representatives to the Historic Preservation Commission must reside in the
district that is specified.
• This Commission meets the second Thursday of each month at 5:30 p.m.
Iowa City-appointed members of boards and commissions must be at least 18 years of age and live in
Iowa City. The City Iowa City encourages diversity in the appointment of citizens to boards and
commissions.
Applications must be received by 5:00 p.m.,Tuesday, May 14, 2024. An application can be completed
and submitted on the City of Iowa City website at www.icqov.orq or by contacting the City Clerk's
office.

Experience and/or activities which you feel qualify you for this position:
Renovated my own historic Iowa City residence on College Green and learned to appreciate
the need to balance historic preservation with the practicality in the use of modern-day
materials and solutions. Received Stewardship Award from Friends of Historic Preservation.
Worked at State Historical Society library where I created a finding aid for Iowa City
properties mentioned in the various books on local Iowa City history detailing them.
Volunteered for Friends of Historic Preservation salvages. Currently am the Historian for the
Dandle Dinmont Terrier Club of America. I am an Iowa City native and I have a life-long
appreciation of the historic residences and local history here.
What is your present knowledge of each advisory board you are interested
in?
My spouse, Helen Burford, previously served on the Historic Preservation Commission Board,
so I am generally familiar with the duties of commission board members.

The Housing and Community Development Commission makes recommendations to
the City Council regarding the distribution of federal CBDG/HOME funds. The general
rule is that no persons who exercise or have exercised any functions or responsibilities
with respect to federally funded activities, or who are in a position to participate in the
decision-making process or gain inside information with regard to such activities, may
obtain a financial interest or benefit from a federally-assisted activity, or have a
financial interest in any contract, subcontract, or agreement with respect to a federally-
assisted activity, or with respect to the proceeds of the federally-assisted activity,
either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.
Most members of City Boards and Commissions are employed, and/or have a financial
interest in one or more non-profit entities. Section 362.5 of the Code of Iowa generally

I am an avid construction enthusiast learning new trades and interested in Historical
perspective and methodology. I am a numismatist and a lifelong Iowa Conservationist.

I live in a historic property and love its charm. I help maintain it and we have developed one
of the most beautiful yards in Iowa City through bringing back the original species planted by
the family that built the hospital 100 years ago.

I live in a Historic District and am finishing up outside work on my historic home as we
continue to remodel it. I have learned a lot about what you can and cannot do to a historic
home based on the Commission's guidelines.

I know that each home in a historic district requires review by this board before they can get
the permits to build from the city.
