(from Dodge Street to Governor Street) x � ' rrLg • Overall, Iowa DOT is not seeking out two-way conversion but is willing to work with Iowa City if conversion is desired rl, Burllg1on 51 � B+Qas7rt STRAND ASSOCIATESCITY OF IOWA CITY Project Costs and Impacts • The current Dodge Street functional design OPCC estimated a total cost of $17.6 million c Maintain One-Way, includes full reconstruction (pavement, utilities, etc.) c City cost share is $10.6 M (utility replacements, etc.) • If Two-Way Conversion takes place, additional City costs will be incurred , , o $3.0 M additional for: - Additional roadway width L - Signal upgrades on Dodge Street L - New Signs and Signal removals on Governor Street - Restriping of both streets o Ongoing maintenance for Governor Street - Plowing / Restriping / Street Sweeping / Street Repairs /Asphalt Overlay o $15 M to $20 M for a future Governor Street reconstruction with no Iowa DOT cost share o This represents 2 to 3 years of the City's annual budget for streets resurfacing/reconstruction _, STRAND ASSOCIATES° CITY OF IOWA CITY Dodge Street Reconstruction Schedule 024 0 : Preliminary e Final Design e Construction Primary Design e Easement Documents Construction Acquisition e Early Construction Two-Way Conversion likely adds: • Additional time for real estate acquisition and Iowa DOT coordination • Completion in 2029+ STRAND ASSOCIATES° CITY OF IOWA CITY Summary • Dodge Street and Governor Street could be converted to two-way operation • Typical goals for two-way conversion are perhaps less applicable to existing Dodge Street vs. other corridors that have been or are being considered for two-way conversion o Traffic volumes: Dodge/Governor traffic combined remains high enough that a center left-turn lane may be needed on Dodge Street (additional study needed to confirm). o Speeds: Two-way conversion would likely slow traffic. o Safety: Dodge Street does not have notable documented safety concerns per the most recent data. o Economic development/redevelopment: Difficult to say whether two-way conversion would meaningfully impact development/redevelopment • Added cost to the City to convert is about $3 M plus ongoing annual maintenance including future reconstruction of Governor Street ($15-$20 M) • Two-way conversion would delay the currently planned Dodge Street reconstruction project ft STRAND _-ZUF A5..0IAIEfi Cllr t,, ",\CII1' Recommendation • Overall recommendation is to keep Dodge Street and Governor Street as a One-Way Pair o Benefits of potential traffic calming due to two-way operation do not outweigh the increased reconstruction cost and the future maintenance costs o While Governor Street traffic would go down, Dodge Street traffic would increase by about 50% o No existing safety issues with the One-Way Pair configuration o Wider Dodge Street counter to goal of reducing barrier effect o There likely would be little to no economic benefit with Two-Way conversion o Two-Way conversion would have significant area impacts including loss of additional trees, and would require purchasing Right-of-Way which would delay the reconstruction project schedule STRAND ASSOCIATES° CITY OF IOWA CITY Questions and Answers t 4W Novo � C 1 I tI .w .
