As usual, our progress represents a balance of continuing several long-term initiatives and meeting new community needs. At this point, some strategies have robust updates while others will be addressed over the next two years. For this report, I am including the full strategic plan, in table form. Objectives Strategies Progress Report Connect people with resources offered by the library and with other essential services within the community Prioritize historically underserved people, communities, and neighborhoods when developing new services With support from the Adult Services Department, the ICPL English Conversation Group resumed its weekly meetups in September 2023 after temporarily halting physical meetings during the pandemic. Leveraging a new programming partnership with the Iowa City Foreign Relations Council, we enhanced our offerings with events featuring locally important topics. These include citizenship assistance for immigrants in West Liberty and providing a platform for the personal experiences and contributions of local Latinas. We are currently assessing the feasibility of expanding library services in the areas surrounding the South of Sixth Market. Our specific focus is on improving Bookmobile access and exploring the potential for new book return options. Collaborate with local organizations to invite more people to the library and bring library services to their locations The library served as a satellite early voting location for the June 4 Primary Election and the November 7 City and School elections. Jason Paulios joined the Johnson County Local Homeless Coordinating Board. Katie Roche joined the Community Innovation Council and is Co-Chairing X Marks the Arts. Agenda Item 4A-2 5 ~~IOWACITY ,~ PUBLIC LIBRARY The library participated in the Iowa City Downtown District’s 2024 Block Party with an all-ages gaming program and a cooling space in the lobby. Multiple members of the leadership team presented at civic and community group meeting to share information about library programs, materials, services, legislation impacting public libraries, and intellectual freedom. Community and Access Services continues to support Kirkwood Community College’s English as a Second Language classes and faculty despite the loss of the Iowa City campus. This fiscal year, this partnership includes class visits for library card sign up and library tours and a series of “About Your Library” videos in English, Spanish, French, and Chinese for The Library Channel. The Development Department is actively working on a process to provide on-demand tours of the main library, catering to both individuals and organizations. In a collaborative effort, staff from the Adult Services and Development Department successfully fulfilled the requirements for the technology training PLA Digital Literacy Workshop Incentive. Supported by AT&T, this grant enables us to conduct basic computer skills classes in-house and at Melrose Meadows, with potential future expansion. In FY24, instruction in Spanish was offered at Neighborhood Centers and Emprendimiento Latino. Promote City offerings and incorporate the City’s strategic initiatives in library service design Agenda Item 4A-3 6 ~~IOWACITY ,~ PUBLIC LIBRARY Ensure that diversity, equity, and inclusion are central to all library services Continue to identify and reduce barriers to program participation Children’s and Adult Services staff met with The Village Community (a nonprofit offering support to individuals with disabilities) staff to discuss ways their day program members could have more active participation in ICPL programming. Maintain a collection that represents diverse experiences, opinions, and beliefs The Development Department and Collections Services are working to establish an ongoing partnership with the International Writers Workshop at the University of Iowa to collect works by workshop participants in the language(s) they write in. Library staff met with UIOWA staff from the workshop as well as the University of Iowa Libraries to discuss our needs and what the process could look like. Collection Services staff worked with a University of Iowa student to analyze eBook and audiobook use data from our digital provider to identify trends and gaps in our collection. Collections staff reviewed circulation data to determine what works well: what our patrons expect to find and how the budget was spent, including experimenting with different purchasing models. Maintain welcoming, accessible, and sustainable spaces and services Evaluate the functionality, condition, and usability of public and staff spaces Admin and Facilities staff worked with the CMO to identify opportunities to increase accessibility of the building by applying new ADA guidelines. The Board Room and Meeting Room E were updated (funded through the CIP budget) to modernize technology and increase functionality Initiate Service Continuity Planning to ensure the library can deliver essential services during disruptions Agenda Item 4A-4 7 ~~IOWACITY ,~ PUBLIC LIBRARY Goal: Communication We effectively share information and seek feedback from our community. Objectives Strategies Progress Report Tell the library’s story in accessible and diverse ways Create and implement an external communications plan Increase resources allocated to communications The Development Department established a social media presence on Facebook, Instagram, and LinkedIn. Plan regular updates about library services for local elected officials The library’s Goals, Objectives, and Measurements in the City of Iowa City Budget Book were updated to better reflect the current City of Iowa City Strategic Plan and the ICPL Strategic Plan. The Budget Book is a public document that is referenced by City staff and City Council during budget discussions throughout the year. Robin Paetzold and Elsworth Carman presented a library update to the Johnson County Board of Supervisors in March, 2024. A National Library Week proclamation was prepared by library staff and presented by Mayor Bruce Teague at a City Council meeting. The Development Department invited elected officials to all fundraising and advocacy events. Engage both library users and non-users in conversation about what they need and want from the library Provide opportunities for feedback outside of traditional library spaces A flexible tool for feedback (icpl.org/participate) was created and implemented, which can be accessed through the URL or via a QR code. The destination survey can be changed as needed. Ideally, the data collected will provide information about how the community is accessing information related to ICPL. Increase channels for library patron feedback in the library New opportunities for Book End customer feedback was created via surveys at POS. Agenda Item 4A-5 8 ~4' IOWA CITY ,~ PUBLIC LIBRARY Connect library staff with the information they need Create and implement an internal communications plan The Communications Committee introduced a draft internal communications plan to the staff at the library’s annual Inservice Day in December, 2023. The plan covered communication expectations and responsibilities, outlined our tools and their purposes, and described the future of document storage. Staff will review the plan in early 2024 and provide feedback for revisions. In the second half of FY24, Committee staff worked with individual departments, workgroups, and teams to move over collaborative work, communication, and document storage into the Microsoft Teams. We developed a replacement plan for the library’s intranet, which houses library updates, news, and frequently referenced documents. Design a training program around current and emerging communication tools The Communications Committee conducted the first round of training on Microsoft 365 tools, including Teams, OneDrive, and SharePoint to ensure staff know how to use the tools to fit their work and communication needs. We are creating best practices documents for training and new employees. Goal: Education We champion lifelong learning. The Book Bike was featured in 2024 outreach and amplified both library services and initiatives of the Climate Action and Outreach department. The ICPL Seed Swap took place for three months as a passive display within the library. Community and Access Services is working to establish a long- term seed library for community access. Grow Johnson County partnered with the Library in July on a Downtown display about their resources and services. Create opportunities for the community to learn about issues affecting the library Create meaningful, accessible connections between library services and the library’s values The Winter Window included an article about eBook and audiobook pricing restrictions, which was reposted on the blog and shared on social media. This year’s Intellectual Freedom Festival had two public sessions about the impact of Iowa SF496 and a “state of the union” panel regarding current book bans and challenges in Iowa. Identify opportunities for people to advocate for the library The 2023 Intellectual Freedom Festival included two public sessions focused on state legislation related to materials access and censorship. Mayor Bruce Teague was interviewed and featured in the 2023 Fall Window publication about the intersections of library access and civic action. The City of Iowa City approved and read the first Freedom to Read Month proclamation in Iowa’s history. It encouraged wide and prolific use of Iowa City Public Library services. SupportICPL.org was launched, promoting opportunities for advocacy for Library supporters. ICPL participated in the 2023 Public Libraries of Johnson County Legislative Reception, which featured a presentation by Sam Helmick about current challenges libraries are facing and the ways services are evolving to meet changing community needs. Agenda Item 4A-7 10 ~~IOWACITY ,~ PUBLIC LIBRARY Goal: Staff Wellness We recognize that staff are our greatest resource, and celebrate that each employee has distinct skills, needs, and aspiratio ns. Objectives Strategies Progress Report Ensure policies, workflows, and staff spaces are up-to-date, inclusive, sustainable, and make the most of our team's skills and abilities Support a culture of balance to prevent staff burnout The ILS Committee is identifying transactional processes that could be automated, which will allow staff to focus on other tasks. We are working to adopt and utilize new tools to streamline current repetitive workflows and processes. The Collection Services staff is currently evaluating BTCat, new cataloging software, to assess its potential to enhance the cataloging process and streamline workflow through automation. A bulk holdings update through OCLC was completed to ensure our data in WorldCat is up to date. Inaccurate holdings in OCLC had implications for patrons that use WorldCat to locate materials in our collection as well as reduce time and energy of interlibrary loan staff in denying requests for items we no longer owned. A 3rd party platform was implemented to overlay direct links to the library catalog and calendar for social media posted scheduled for Instagram to more efficiently and effectively connect messaging to library resources. Sam Helmick presented a session on Intellectual Freedom, which will be gamified by LibraryFutures as a training module. One staff member attended the American Library Association conference in San Diego, CA. Eight staff members attended the Iowa Library Association Conference in Dubuque. Five staff members presented sessions during the event. Develop mentorship and customized learning paths for staff interested in specific areas of knowledge, such as library finance management, programming, project management, and more Design and implement training on library values, first amendment rights, and patron privacy for staff, trustees, and Friends Foundation board members Agenda Item 4A-9 12 ~~IOWACITY ,~ PUBLIC LIBRARY FY24 Library Board of Trustees Annual Report DRAFT General Responsibilities The Iowa City Public Library Board of Trustees is a semi-autonomous body of nine people empowered by state law and city ordinance to act as the governing body of the library. The Board's specific list of legal responsibilities includes: •Determine the goals and objectives of the library to plan and carry out library services. •Determine and adopt written policies to govern all aspects of the operation of the library. •Prepare an annual budget and have exclusive control of monies appropriated by City Council, earned income; monies secured through service contracts with Johnson County, University Heights, Hills, and Lone Tree; monies given to the library through gifts, bequests, grants, or awards. •Employing a competent staff to administer its policies and carry out its programs. The Board is an arm of City Government with members appointed by, and its principal operating funds approved by, Iowa City Council. The Board seeks, at all times, to work in harmony with City policies that are not in conflict with its statutory powers. Accomplishments for Fiscal Year 2024 1.Endorsed the UNESCO City of Literature statement condemning Senate File 496. 2.Crafted and distributed a statement on HSB678. 3.Formed an Advocacy Committee to keep abreast of quickly changing laws regarding libraries. 4.Formed a committee to evaluate the Library Director and held a closed session evaluation. 5.Formed a Finance Committee to help monitor and provide insight on the library’s budget. 6.Welcomed and oriented two new Board members. 7.Set the FY25 Building Calendar. 8.Met with the Johnson County Board of Supervisors for annual reporting. 9.Supported the Iowa City UNESCO City of Literature; The Iowa City Book Festival and One Book Two Book. 10.Adopted an FY24 ARPA Worker Retention Incentive for permanent library employees. 11.Approved library expenditures from the operating budget. 12.Approved NOBU budget requests which supported initiatives such as purchasing library materials, two library staff, and library programming. 13.Supported the library’s Strategic Plan which represents the Iowa City Community and its needs. 14.Supported and attended numerous trainings and programs, including the ICPL Inservice Day, children’s events, and intellectual freedom programming. 15.Appointed two trustees to serve on the Friends Foundation board. 13 Agenda Item 4B-1 ~~IOWACITY I'~ PUBLIC LIBRARY 16.Reviewed and updated the following policies: o 601 Collection Development o 700 Community Relations o 701 Public Relations o 702 Library Programs o 704 Use of Library’s Cardholder Database o 706 Outreach and Bookmobile o 803 Event Board o 804 Free Materials Distribution o 805 Displays o 808 Art Advisory Committee o 810 Discussion Rooms o 811 Theft, Defacement, Alteration o 812 Hours of Service o 816 Library Access for Sex Offenders Convicted of Sex Offenses Against Minors GOALS FOR FISCAL YEAR 2025 •Examine and revise Library Board policies on a three-year review cycle. •Welcome new Trustees and support them in learning about ICPL and the work of the Board. •Continue advocating for library access and intellectual freedom. •Implement and support the ICPL strategic plan. •Present at the Iowa Library Association conference. •Review and approve a plan for improving building space. Board Members: Tom Rocklin, President Derek Johnk, Vice President Hannah Shultz, Secretary Bonnie Boothroy Joseph Massa Claire Matthews Robin Paetzold John Raeburn Lucy Santos Green Dan Stevenson 14 Agenda Item 4B-2 ~~IOWACITY I'~ PUBLIC LIBRARY Director’s Report Prepared for the July 25, 2024 Meeting of the Library Board of Trustees Elsworth Carman, Library Director Boiler Tank Replacement Brad Gehrke and Joel Lane facilitated the replacement of a 23-year-old expansion tank, which is part of the building’s closed-loop HVAC system. The original steel tank, which was a 200-gallon, bladderless model, was housed above the boilers in an area that made repair difficult without re-piping the entire system. A failure in the tank was discovered during preventative maintenance, and it was determined that leaving the original tank in place and installing a new tank in a more accessible location would be the most effective solution. Brad and Joel poured a new concrete pad and installed the new 70-gallon tank (with an internal bladder), re-piped the system, and performed testing to ensure the installation was successful. The new tank will equalize the pressure in the boiler system and is fully accessible for future maintenance and repairs. Brad and Joe did an exceptional job identifying the problem promptly, workshopping a solution, and installing the new tank. I always appreciate an opportunity to learn more about the systems within our building and would be happy to organize a facilities tour for any trustees interested in seeing the inner workings of the library. Accessibility-Related Facilities Work The City Manager's Office is working on a city-wide ADA assessment, and a building audit identified ways we could improve accessibility throughout our facility and better meet the new ADA requirements. We have made some changes to signage height (including end cap signs on many of our shelves and door signage on several restrooms) and adjusted the amount of pressure needed to operate some internal doors and are working with the CMO on planning some larger-scale changes that will be incorporated into bigger projects in the future. It’s great to be in a modern facility that was built to meet or exceed the ADA standards in place at the time, and I’m glad to be able to adjust to meet changing guidelines as appropriate. 2024 Iowa Library Association Conference The 2024 Iowa Library Association Conference will be held in Des Moines from October 9-11. This conference offers opportunities for learning about library service throughout the state, connecting Agenda Item 5A-1 15 ~~IOWACITY ,~ PUBLIC LIBRARY with staff and trustees, and sharing what we’re doing at ICPL. Trustee Robin Paetzold and I are presenting a session on library board and director roles, and Sam Helmick will be presenting with Bill Carol (Marion Public Library) and Jennie Garner (North Liberty Public Library) on libraries’ role in civic renewal. Historically, ICPL has supported a significant number of staff in attending the ILA conference, and trustees are encouraged to attend, as well. Contact me or Jen Royer if you are interested in attending, and we can give you more information. Severe Weather Recent storms have provided an opportunity to revisit our practices around severe weather. Our policy provides clear guidelines for when to shelter in place, and staff excel at moving people into safe areas of the building quickly and kindly. Our primary shelter area is in the CAS workspace (through the staff doors near the Help Desk) and we do our best to keep patrons informed and relaxed during weather events. Agenda Item 5A-2 16 ~~IOWACITY ,~ PUBLIC LIBRARY Adult Services Department Report Prepared for the July 25, 2024, Meeting of the Library Board of Trustees Jason Paulios, Adult Services Coordinator Summer Reading Program (SRP) As of July 17th, 81 participants have completed the Teen Summer Reading Program and 341 participants have completed the Adult Summer Reading Program. Both numbers are around 70% of last year’s final completion figures so I think we’re in a good place leading up to the August 10th ending date. Teen Services staff matched last year’s June event attendance with 245 teens participating in the daily weekday events. Browsing Party Adult Services programming staff wanted to launch the Summer Reading Program for teens and adults in a bigger way this year and came up with a Browsing Party concept. The idea would be to have a party in the library with a focus on getting both age groups set up for SRP success with registration and personal book recommendations – possibly even serve as a reintroduction to library services for adults that have been doing more online reading. Staff reached out to other departments for ideas and interest and were wowed with the response/interest! The event was held on Friday, May 31 from 5-7. The library house band put everyone in a party mood by playing a cover set in the magazine area, there were refreshments on both floors, interactive displays had people writing down literary favorites, and staff provided book recommendations and library info at many stations (book horoscopes was particularly enticing!). The event was a blast, and we thank the many library staff that put in extra work to make it such a successful event. Adult Day Camp The second annual Adult Day Camp was held on Saturday, July 13 with another full registration. Adult camp attendees had an icebreaker introduction and then were right into the first art project of the day with Sharpie dye designs on canvas tote bags. There was a snack break with quiet reading followed by outdoor play at the Black Hawk mini park pickleball court or sketch drawing. After a lunch break campers had board/card game time followed by the second round of crafting (paint a clay pot, macrame a leaf) and a final event where folks learned how to use a power drill or create keychains with paracord. The evaluations showed attendees had a great time socializing and learning some new skills! Community & Access Services Department Report Prepared for the July 25, 2024 Meeting of the Library Board of Trustees Sam Helmick, Community & Access Services Coordinator Book Bike The ICPL Book Bike made its 2024 Summer events debut at Rhythms at Riverfront. 103 members of the community stopped by to learn more about the bike and library services. Several took home books which were donated by the Iowa City Public Library Friends Foundation for programming. Some quotable quotes from this outreach experience included: "Our library really says, what else we can do, and they just do it. This is so awesome." "For real? I can just, take this book? I don't have to bring it back or anything. This is so cool! I've been wanting to read this forever!" "When are you going to publish a schedule for the book bike locations? I definitely want to bring my kids out to see it. They would love to do karaoke." (One patron, genuinely moved to tears). "We have the best library. We are so lucky to have a library with people who work so hard for us. It' amazing the relations you build to help out the community." "Do you give rides? Christopher and the other person were having “an altercation,” which continued as they walked to 200 E. College St., where Christopher was seen on video pulling a knife from his bag. Carman said this is requested annually and determines how the library will spend Board controlled funds. Carman said the Non-Operating Budget (NOBU) is gift money from the Friends Foundation and money allocated by the State. Carman said the income received from the State has not yet been determined and he based the estimate on the previous year. Carman said this year the operating budget will cover half of the full-time position that was previously paid for by NOBU. It took several years to make this transition and will have a positive impact on NOBU funds. Carman noted he requested $6,000 more than anticipated and proposed using unspent direct state aid funds from 2020. Due to COVID-19 the state made an exception to funds being spent in the year received and there is an unspent balance of $23,000. Raeburn noted Board Book Shelving in the NOBU request and asked what it is. Carman said board books are for pre-kindergarten readers and tend to be stiff. Matthews showed an example. Carman said new shelving would allow for a better browsing experience. Carman said the current shelving doesn’t work for very young readers. Rocklin asked if the $23,000 is from State funds. Carman agreed and said that is the balance of Direct State Aid that was given to the library in 2020 when an exception was made to have no end date on the spending. Carman said the balance has been held. Rocklin asked if there is a balance in other gift fund accounts. Carman agreed there was and said traditionally this has been held for capital campaigns. Boothroy asked when state funds are received. Carman said October and Royer agreed. Carman said a balance of all library funds will be reported in September when the fiscal year has ended. Rocklin noted the third issue of The Window in the NOBU request. Rocklin said one of the functions of that issue is to do an annual appeal. Rocklin asked if it was possible to state what that appeal generates. Roche shared she considers November through the beginning of January to be the appeal period. Roche said the timing of The Window influences when checks come in. Roche said donation envelopes are no longer being mailed out and the return is about $80,000. Carman said the library is trying to determine the financial and environmental impact of print mailers. Carman knows $16,300 in the NOBU request will not cover the price of previous mailers that have been sent out. The library must either do smaller issues or fewer issues of The Window with this budget. Rocklin said from a financial standpoint they receive a 400% return that is hard to walk away from. Carman said it is hard to know if it would have the same return digitally only. Carman said in the most recent issue there were QR codes which linked to full articles. Matthews asked if the QR Code data could be tracked. Carman agreed it could be. Massa asked what is spent on three issues of the mailer. Roche said the year- end mailer was $16,000. Pilkington said the summer mailer was quoted at $21,000 for 16 pages or $9,000 for 4 pages. Massa made a motion to adopt the FY25 NOBU Budget request. Johnk seconded. Motion passed 7/0. Staff Reports. Director’s Report. Carman thanked the Trustees for having their pictures taken before the meeting. Carman said Policy 809 Library Use was moved to the August meeting as more time was needed on it. Carman shared the Finance Committee normally meets in July but will likely meet in August when end of year finances will be ready to review. Departmental Reports: Children’s Services. Pilkington said the Summer Reading Program is going well. Matthews asked how attendance is going compared to last year. Pilkington said events have been well attended and staff are happy with the turn out. Pilkington said staff saw major drop offs in the afternoon when there would be a big performance in the morning and another event led by staff in the afternoon. Pilkington said there were break dancers from Des Moines at the library that morning and in the afternoon and they have had 200 patrons at each program. Collection Services. Mangano said they have been doing a lot of data clean up. Johnk said it is not glamourous, but it is a huge deal. Rocklin said Mangano’s report was interesting. Matthews asked if staff were changing the catalog away from Baker Taylor. Mangano said staff are using two catalogs simultaneously, Baker & Taylor & OCLC, to compare data. Rocklin asked how long the comparison will run. Mangano said one year to determine what is gained and lost by changing catalogs. IT. Johnk said the vulnerability test results were great. Palmer said it was a good sign, and the person testing was very good.
