Comment: The 2024 Water Pavement Patching Project includes pavement repairs associated with water main breaks on various streets throughout Iowa City. The Project Manual was approved at the June 4, 2024 Council Meeting, and the engineer's estimated cost for construction was $320,000. Four(4) bids were submitted prior to the June 25, 2024 deadline: B.G. Brecke, Inc.: $271,678.50 Shekar Engineering: $313,130.00 All American Concrete: $318,004.00 Feldman Concrete: $395,000.00 B.G. Brecke, Inc. of Cedar Rapids, Iowa submitted the lowest responsive, responsible bid of$271,678.50. Staff recommends awarding the Contract for the 2024 Water Pavement Patching Project to B.G. There were nine (9) change orders, which included modifications and/or additions to the roof hatches, discharge piping alignments, effluent water piping, fittings and hydrants, transformers, panels and circuits, and additional pavement. 6.k Wastewater Roof Improvements Project Resolution accepting the work for the Wastewater Roof Improvements Project. — I Comment: The Wastewater Roof Improvements Project was completed by Cedar Service Company of Cedar Rapids, Iowa, in substantial accordance with the plans and specifications prepared by Terracon Consultants, Inc., of Des Moines, Iowa. Project Estimated Cost: $335,000.00 Project Bid Received: $258,180.00 Project Actual Cost: $282,430.00 6.1 Council Appointee Compensation Resolution on Unclassified Salary Compensation for Fiscal Year 2025 for the DNL-+ _ ( C( City Manager, City Attorney and City Clerk. Comment: Comment: City Council held an executive session on June 18th to evaluate the City Manager, City Attorney and City Clerk. The resolution provides the following compensation: • City Manager: $245,107.20 • City Attorney: $187,595.20 • City Clerk: $128,668.80 July 16, 2024 Iowa City City Council Agenda Page 6 6.m Revised Deer Management Plan Resolution approving the revised Deer Management Plan for Years 2024 to 2029, LI authorizing the City Manager to implement the plan, and rescinding Resolution No. 24-122. Comment: The Iowa Natural Resource Commission (NRC) is authorized to approve deer management in urban areas, including regular and special hunts. lj tr On May 7, 2024, City Council adopted its current Deer Management Plan e4- (Resolution No.24-122) to allow for a combination of lethal and non- lethal deer management activities. However, the NRC amended the plan prior to approval at its meeting on June 13, 2024, which requires at least two additional years of data collection and future NRC approval for sharpshooting services. The revised deer management plan attached to the resolution is consistent with the NRC's approved plan and allows the City to continue its non-lethal deer management activities and its annual bow hunt program over the next five years, in addition to a possible professional sharpshoot event subject to NRC approval in April 2026. 6.n Loader Mounted Snowblower Resolution authorizing the correct total purchase price for one (1) loader v�y - / 90 mounted snowblower. Comment: The total purchase price was incorrectly included in Resolution No. 24-160 which was approved on June 18, 2024. This resolution corrects the total purchase price to $229,620.00. 6.o Water Meters Purchase Resolution authorizing the procurement of water meters for Fiscal Year 2025. (_ Comment: This resolution will authorize a bulk water meter order for 1,008 water meters with Ferguson Waterworks of Dekalb, IL. The total cost of the water meters is $262,080.00. 6.p Melrose Commercial Park Amendment Resolution approving Amendment to Subdivider's Agreement for the 'L4 _)q Melrose Commercial Park. Comment: The Resolution approves an Amendment to the Subdivider's Agreement for the Melrose Commercial Park allowing the subdivision to be constructed in phases. Consent Calendar- Setting Public Hearings 7.a Rezoning - 1215 Camp Cardinal Rd Motion setting a public hearing for August 6, 2024 to consider an ordinance rezoning property located at 1215 Camp Cardinal Rd from Interim Development Single Family Residential (ID-RS) zone to Low-Density Single-Family Residential (RS-5) zone. (REZ24-0004) Comment: At its meeting on June 26, 2024 the Planning and Zoning Commission recommended approval of REZ24-0004 by a vote of 5-0 (Elliott absent). The property currently contains one residential structure. The owner is requesting a rezoning in order to build one additional home on the property. Any further development would require a subdivision. 7.b Rezoning - 2255 N Dubuque Rd Motion setting a public hearing for August 6, 2024 to consider an ordinance rezoning property located at 2255 N Dubuque Rd from Office Research Park (OPD) zone to Neighborhood Public (P-1) zone. (REZ24-0005) Comment: At its meeting on June 26, 2024 the Planning and Zoning Commission recommended approval of REZ24- 0005 by a vote of 5- 0 (Elliott absent) . The property is owned by the Iowa City Community School District, which is requesting the P-1 zone to reflect the public ownership. 7.c Highway Commercial Urban Revitalization Plan Amendment - Setting Public Hearing - 1 9l> Resolution setting a public hearing on a proposed Amendment No. 2 to the Highway Commercial Urban Revitalization Plan in the City of Iowa City, Iowa. Comment: The State Legislature passed HF 718 during the 2024 session, which now requires minimum assessment agreements for commercial tax abatement. As such, an amendment to the City's Highway Commercial Urban Revitalization Tax Exemption program is required. A Public Hearing is the required first step to amend an urban revitalization plan. This resolution provides notice of the Public Hearing as required by Iowa Code 404.2(6). Comment: This agenda item begins the bidding process for the construction of the City Hall Roof Replacement Project. (First Consideration) Comment: The City's Transportation Services Department has installed a new parking system that utilizes automatic license plate recognition systems or devices to function. This ordinance amendment is needed to allow that system to function properly. (First Consideration) Comment: Ordinance Nos. 00-3947 and 03-4090 established the Sycamore & First Avenue TIF District by providing for the division of taxes levied on taxable property in the Sycamore & First Avenue Urban Renewal Area under Section 403.19 of the Code of Iowa. The District expired in 2022 per Iowa law and, as such, this Ordinance formally terminates the TIF District. This TIF District expired in 2023 per Iowa law and, as such, this Ordinance formally terminates the TIF District. Updates to the policy aim to align with the City Council's updated Strategic Plan, clarify types of projects that may be considered under the policy, and make changes intended to maintain the City's high expectations for TIF- supported projects while allowing flexibility in how we achieve City goals with each unique project. Comment: The proposed agreement with Polco would allow the City to conduct a community-wide survey in 2024 and an employee survey in 2025, in addition to providing an online platform for future public outreach efforts for two years. Approval e of the proposed agreement will help implement multiple aspects of the Council's Strategic Plan, including by providing quantitative data on resident and employee satisfaction which will help inform the City's decision -making processes.
