5.a June 2024 Disbursements
Motion to approve disbursements in the amount of$13,076,601.65 for the period
of June 1 through June 30, 2024, as recommended by the Finance Director

5.b REAP Grant Application Sycamore Greenway
Resolution authorizing the City Manager to submit a Resource Enhancement
- ! irl and Protection (REAP) grant application for Sycamore Greenway Ecological
Restoration and to sign a grant agreement if awarded.
Comment: The Resources Enhancement and Protection (REAP) grant program is
a competitive grant program for ecological restoration and preservation through
the Iowa Department of Natural Resources. This $200,000 grant request will be
used to remove invasive woody species from the prairies and wetlands and
replace them with enhanced prairie cover to benefit natural systems and
recreational opportunities. Trail amenities will also be updated to improve signage,
benches, and bike repair opportunities.
5.c Grant Application to Traffic Safety Improvement Program (TSIP) Resolution
_ Declaring the City of Iowa City's Application for Traffic Safety Improvement
Program (TSIP) Funds for Traffic Control Devices on North Dodge Street
(Highway 1) and ACT Circle.
Comment: Resolution allowing the City to apply for Traffic Safety Improvement
Program (TSIP) Funding through the Iowa Department of Transportation for

5.i Reallocation of FY25 Aid to Agencies funding from RVAP to DVIP
Resolution reallocating human services Aid to Agencies funding from Rape Victim
Advocacy Program to Domestic Violence Intervention Program for Fiscal
Year 2025, July 1 , 2024 - June 30, 2025.
Comment: The University of Iowa has requested that the $28,240 FY25 Aid to
Agencies funding awarded to the Rape Victim Advocacy Program (RVAP) be
reallocated to the Domestic Violence Intervention Program (DVIP). Staff have
confirmed with DVIP that they will be offering the services detailed in RVAP's
Joint Funding application. This resolution reallocates the FY25 RVAP Aid to
Agencies funding to DVIP.
5.j Digester Gas Upgrading System
Resolution authorizing the procurement of a Digester Gas Upgrading System.
- Comment: This Resolution will approve the procurement of a Digester Gas
Upgrading System for the Wastewater Treatment Facility. The contract will be
awarded to Unison Solutions, Inc. This purchase will exceed the $200,000.00
spending authority of the City Manager, thereby requiring City Council approval.
The City expects to expend approximately $4,180,932.00 for the procurement of
a Digester Gas Upgrading System.
6. Consent Calendar - Setting Public Hearings
6.a Water System and Wastewater System Charges, Deposits, and Fees
Resolution setting a public hearing for August 20, 2024 on an ordinance
`-t ' 0? amending Title 3, entitled "Finance, Taxation and Fees," Chapter 4, entitled
"Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties" of the City Code
to add charges, deposits, and fees for the water system and the wastewater
system.
Comment: This resolution sets a public hearing on August 20, 2024 on an
ordinance to add water system charges for fire hydrant flow test and locating of
private service lines, a deposit for fire hydrant meters, and fees for taps, water
meter, potable meter kit rental, fire hydrant meter connection and disconnection,
and fire hydrant meter water use. The ordinance also proposes to add wastewater
fees for testing and car wash loads.

An ordinance conditionally rezoning approximately 5.01 acres of land located at
1215 Camp Cardinal Road from Interim Development Single-Family
Sew Residential (ID-RS) zone to Low-Density Single-Family Residential (RS-5)
ty-CL zone (REZ24-0004).
Comment: At its meeting on June 26, 2024 the Planning and Zoning
Commission recommended approval of REZ24-0004 by a vote of 5-0 (Elliott
absent). The property currently contains one residential structure. The owner is
requesting a rezoning in order to build one additional home on the property. Any
further development would require a subdivision.

10.b Taxicab and Pedicab Regulations
Ordinance amending Title 5, entitled "Business and License Regulations,"
Chapter 2, entitled "Taxicabs and Pedicabs," Section 2, entitled "Business
5e-U Licenses," to change the time period of the license term, Section 5, entitled
"Vehicle Requirements," to remove the color scheme requirement for vehicles,
Z)6 and Section 10, entitled "Pedicabs," to remove the color scheme requirement for
pedicabs. (First Consideration)
Comment: The City Code currently requires taxicab companies to apply by May 1
for a business license that begins June 1 and also requires taxicab companies to
have an approved unique and distinctive color scheme and design for their fleet
vehicles prior to the application deadline. Pedicabs are currently required to be
substantially similar in color and design. This ordinance amendment removes the
color scheme requirement for taxicabs and adjusts the annual start date to match
the City's fiscal year, changing the application deadline to June 1 and the
effective date to July 1. It also removes the requirement for pedicabs to be
substantially similar in color.

10.c FY25 Utility Rates Public Hearing
Ordinance amending Title 3, entitled "City Finances, Taxation and Fees," Chapter
4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties" of the
City Code to increase or change charges and fees. (Second Consideration)
Comment: Title 3, Chapter 4 amendments includes changing the low income
discount for water and wastewater users charges from 60 percent to 75 percent of
the minimum monthly charge and for stormwater utility fee from 60 percent to 75
percent of the monthly charge and updating Section 5 "Solid Waste Disposal" to
match the language in Section 3 "Potable Water Use and Service" on the 10
percent delinquency charge that was approved in October 2020. It was
inadvertently changed back to 5 percent with the utility rate changes approved
May 21, 2024.

Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 11,

Section 2, entitled "Definitions," to allow Transportation Services to use automatic
license plate recognition systems or devices for parking purposes, and to clarify

Comment: The City's Transportation Services Department has installed a new
parking system that utilizes automatic license plate recognition systems or
devices to function. This ordinance amendment is needed to allow that system to

Comment: Ordinance Nos. 00-3947 and 03-4090 established the Sycamore &
First Avenue TIF District by providing for the division of taxes levied on taxable
property in the Sycamore & First Avenue Urban Renewal Area under Section
403.19 of the Code of Iowa. The District expired in 2022 per Iowa law and, as
such, this Ordinance formally terminates the TIF District. A separate resolution for
consideration at the time of the final reading of this Ordinance will terminate the
Sycamore & First Avenue Urban Renewal Area and repeal the Sycamore & First
Avenue Urban Renewal Plan. Staff is requesting expedited action.

10.k Adopting Tax Increment Financing Policy
Resolution adopting City of Iowa City Tax Increment Financing (TIF) Policy.
Comment: Iowa City's TIF Policy was last updated in 2017. This resolution adopts
a revised version of the TIF Policy. Updates to the policy aim to align with the City
- Council's updated Strategic Plan, clarify types of projects that may be considered
2 under the policy, and make changes intended to maintain the City's high
expectations for TIF- supported projects while allowing flexibility in how we
achieve City goals with each unique project. The Council Economic Development
Committee reviewed and made edits to the proposed policy update and
recommended this version for approval (3-0) by the full City Council. [Deferred

10.1 Assessment Schedule
Resolution adopting an assessment schedule of unpaid mowing, clean-up of
_ ) 3 property, snow removal, sidewalk repair, and stop box repair charges and
directing the Clerk to certify the same to the Johnson County Treasurer for
collection in the same manner as property taxes.
Comment: The City has the authority under Iowa Code §364.13B to assess the
nuisance abatement costs in the same manner as a property tax. This
resolution allows the City Clerk to certify to the Johnson County Treasurer the
abatement cost to be assessed against the property. This assessment is being
pursued only after the City took many steps to resolve the matter. The City
notified the owners to abate the nuisance (for example, to remove snow from
the sidewalk) and after the owner did not take action to abate the nuisance, the
City abated the nuisance and billed the owner. After being billed at least twice,
these owners still have not paid the abatement costs. The City has sent a letter
to the owner giving them notice that this resolution would be on the agenda, a
copy of which is attached to the resolution. No interest will be charged if the
owner pays within 30 days of the first required publication. Attached as an
exhibit to the resolution is a list of the properties that will be assessed and the
