Comment: This agenda item awards the construction contract for the City Hall Roof Replacement Project. Comment: The Iowa City Industrial Campus is a shovel-ready industrial use site on 420th Street, and the City Council in 2015 approved a one-year listing agreement with Lepic- Kroeger, Realtors to sell lots. City Council has by resolution extended the term of the listing agreement by one year each year thereafter. The City has sold two lots, and additional lots remain available for sale. This resolution extends the term for another year to July 15, 2025. August 20, 2024 Iowa City City Council Agenda Page 4 5.d Affordable Housing Contribution to the Housing Trust Fund of Johnson County Resolution authorizing the City Manager to sign a memorandum of understanding -2 7 with the Housing Trust Fund of Johnson County for the contribution and use of $500,000 for affordable housing. Comment: This resolution provides the Housing Trust Fund of Johnson County with $500,000 for affordable housing. The Memorandum of Understanding attached to the resolution requires that all funds be used to serve households under 80% of median income, the units must be located in Iowa City and the project must support the City's goal to encourage affordable housing throughout all neighborhoods in Iowa City. 5.e Final Plat - Murry Subdivision Resolution Approving Final Plat of Murry Subdivision, a Resubdivision of a 1 - ZI portion of Block 4 Manville Addition, Iowa City, Iowa. (SUB24-0004) Comment: Staff recommends approval of the final plat subject to approval of the legal papers by the City Attorney's Office. No Construction Plans were required. It is anticipated that the legal papers will be approved prior to the August 20, City Council meeting. Approval will result in the creation of two residential lots. 6. Because Community Comment is for items not properly noticed on the agenda, Council cannot engage in discussion or debate due to open meetings laws. Only in- person comments will be allowed for Community Comment. Public comment for specific agenda items, which must be directly related to that agenda item, may be made in-person or remotely. Individuals will be provided 3 minutes to speak. The Community Comment period will end at 7:00 p.m. unless an extension is needed to meet a minimum 30 minutes of total time allocated for the Community Comment period. (Second Consideration) Comment: At its meeting on June 26, 2024 the Planning and Zoning Commission recommended approval of REZ24-0004 by a vote of 5-0 (Elliott absent). The property currently contains one residential structure. The owner is requesting a rezoning in order to build one additional home on the property. Regular Formal Agenda 9.a Water System and Wastewater System Charges, Deposits, and Fees Ordinance amending Title 3, entitled "Finances, Taxation and Fees," Chapter 4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties". � Comment: An Ordinance to add water system charges for fire hydrant flow test c, and locating of private service lines, a deposit for fire hydrant meters, and fees for Y taps, water meter, potable meter kit rental, fire hydrant meter connection and disconnection, and fire hydrant meter water use. Ordinance amending Title 9, entitled "Motor Vehicles and Traffic", Chapter 4 entitled "Parking Regulations", Section 1, entitled "Parking Prohibited in Specified Places" by prohibiting parking within 10 feet of"Yield" signs. (First Consideration) .G1-.- � Comment: Currently, the City Code prohibits on-street parking within ten feet upon the approach of any flashing beacon, stop sign or traffic control signal located at the side of the roadway. The reason for the prohibition is that cars parking at these locations can interfere with approaching drivers' ability to see traffic signs and signals and create a hazardous situation. While the same principle applies equally to yield signs, they do not currently have the same protection in the City Code. Action: -��"c�" Y\A.`�.F �2 M(3� ,M A August 20, 2024 Iowa City City Council Agenda Page 7 9.c Taxicab and Pedicab Regulations Ordinance amending Title 5, entitled "Business and License Regulations," DL i± ,4 Ci 3 Chapter 2, entitled "Taxicabs and Pedicabs," Section 2, entitled "Business Licenses," to change the time period of the license term, Section 5, entitled "Vehicle Requirements," to remove the color scheme requirement for vehicles, and Section 10, entitled "Pedicabs," to remove the color scheme requirement for pedicabs. (Second Consideration) Comment: The City Code currently requires taxicab companies to apply by May 1 for a business license that begins June 1 and also requires taxicab companies to have an approved unique and distinctive color scheme and design for their fleet vehicles prior to the application deadline. Pedicabs are currently required to be substantially similar in color and design. This ordinance amendment removes the color scheme requirement for taxicabs and adjusts the annual start date to match the City's fiscal year, changing the application deadline to June 1 and the effective date to July 1. It also removes the requirement for pedicabs to be substantially similar in color. Staff is requesting expedited actn. Action:C)Fc 71-7 — O I 4-f" r ) 1/ 9.d FY25 Utility Rates Public Hearing Ordinance amending Title 3, entitled "City Finances, Taxation and Fees," Chapter y - `I '?) r,3 4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties" of the City Code to increase or change charges and fees. (Pass & Adopt) Comment: Title 3, Chapter 4 amendments includes changing the low income discount for water and wastewater users charges from 60 percent to 75 percent of the minimum monthly charge and for stormwater utility fee from 60 percent to 75 percent of the monthly charge and updating Section 5 "Solid Waste Disposal" to match the language in Section 3 "Potable Water Use and Service" on the 10 percent delinquency charge that was approved in October 2020. It was inadvertently changed back to 5 percent with the utility rate changes approved May 21, 2024. Action: V\A txP A 14e r r7( 5tl August 20, 2024 Iowa City City Council Agenda Page 8 9.e Parking and Traffic Engineering cameras Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 11, L.{L(2)4 entitled "Traffic Cameras, Drones, and License Plate Recognition Systems," Section 2, entitled "Definitions," to allow Transportation Services to use automatic license plate recognition systems or devices for parking purposes, and to clarify the definition of"Automatic Traffic Surveillance System or Device." (Pass & Adopt) Comment: The City's Transportation Services Department has installed a new �� parking system that utilizes automatic license plate recognition systems or devices to function. This ordinance amendment is needed to allow that system to function properly. The amendment separately clarifies that the cameras presently owned and operated by the City's traffic engineering staff are excluded from the definition of"Automatic License Plate Recognition System" and "Automatic traffic surveillance system of device." This resolution adopts a revised version of the TIF Policy. A previous version of this policy was considered by the City Council at the August 6, 2024 meeting and was referred back to the Council Economic Development Committee (EDC) for additional edits. "l The Council EDC met on this topic on August 12, 2024 and will meet again on August 16, 2024 to consider recommendation of a proposed TIF Policy for full City Council approval.
