Clarification of Agenda Items— No discussion. 2. Information Packet Discussion [August 22, August 291 ➢ August 22— No discussion. ➢ August 29 1. (IP5 — Memo from Councilor Moe: Pop-Up Metro Site visit, August 13 - 14, 2024) Councilor Alter asked Councilor Moe what their overall impression of the visit was and asked for the knowns and unknowns the Council should be aware of as things move forward. Councilor Moe provided information. Individual Council members expressed their views. 3. University of Iowa Student Government (USG) Updates. Matthew Monsivais, USG Liaison and Ava Martinez, USG Alternate Liaison presented updates. 4. Preliminary FY2026 budget discussion City Manager Fruin presented a PowerPoint which included a selection of slides from the January 22, 2024, FY2025 Budget Proposal with an overview of the memo included in the August 29 Information packet(IP3— Memo from City Manager: City Council FY2026 Budget Priorities). The presentation included the following: • Financial Headwinds in Fiscal Year 2025 - ' State of Iowa Commercial & Industrial Backfill - Residential Rollback trend - 2024: Multi-Residential Cliff - Building Permit Trends - Changes in Taxable Valuation Pattern - State of Iowa Property Tax Reform - Volatile Variable Costs September 3, 2024 Page 2 • FY25 Revenue Sources— General Fund Only • Major Revenue Sources: Utility Franchise • General Fund Expenditures • FY2025 Utility Rate Changes • FY2025 Other User Fee Changes • Local Option Sales Tax (LOST) • Proposed Levy Rate Overview Individual Council members asked questions and expressed their views. City Manager Fruin and Neighborhood & Development Services Director Hightshoe provided additional information. Action: Staff has noted councilor comments about budget priorities and will consider those while crafting the FY 2026 budget. Those topics that were raised will be reviewed by staff in the forthcoming FY 2026 budget presentation. 5. Council updates on assigned boards, commissions, and committees Council members reported on various assigned boards, commissions, and committees. Adjourn 5:24 p.m.
