Councilor Moe noted the project and asked for a timeframe of the process for item 6.d,

information.

10.bOrdinance amending Title 16, entitled "Public Works," Chapters 1, entitled
"Streets, Sidewalks and Public Right of Way," Article A, entitled "Streets,
Sidewalks and Public Right of Way Generally," Section 7, entitled
"Permission Required, Public Right of Way" to establish a permit for short
term use of the right of way. (Second Consideration)
Motion to waive second consideration. Moved by Andrew Dunn, seconded by

Consideration)

1. (IP5 — Memo from Councilor Moe: Pop-Up Metro Site visit, August 13 - 14, 2024)
Councilor Alter asked Councilor Moe what their overall impression of the visit was
and asked for the knowns and unknowns the Council should be aware of as things
move forward. Councilor Moe provided information. Individual Council members
expressed their views.
3. University of Iowa Student Government (USG) Updates.
Matthew Monsivais, USG Liaison and Ava Martinez, USG Alternate Liaison presented
updates.
4. Preliminary FY2026 budget discussion
City Manager Fruin presented a PowerPoint which included a selection of slides from the
January 22, 2024, FY2025 Budget Proposal with an overview of the memo included in the
August 29 Information packet (IP3 — Memo from City Manager: City Council FY2026 Budget
Priorities). The presentation included the following:
• Financial Headwinds in Fiscal Year 2025
- State of Iowa Commercial & Industrial Backfill
- Residential Rollback trend
- 2024: Multi-Residential Cliff
- Building Permit Trends
- Changes in Taxable Valuation Pattern

Individual Council members asked questions and expressed their views. City Manager Fruin
and Neighborhood & Development Services Director Hightshoe provided additional information.
Action: Staff has noted councilor comments about budget priorities and will consider those while
crafting the FY 2026 budget. Those topics that were raised will be reviewed by staff in the
forthcoming FY 2026 budget presentation.
