Consent Calendar - Resolutions and Motions 6.a Approval of FY2025 Interfund Transfers Resolution Amending and Adopting FY2025 Interfund Transfers. ay - a"33 Comment: Iowa Administrative Code requires that the City Council adopt all interfund transfers by resolution. 6.b Statewide Transportation Alternatives Set-Aside Program Funding Application a`-f_ 2:31 Resolution Declaring the City of Iowa City's Application for the Statewide Transportation Alternatives Set-Aside Program (TA Set -Aside) Funds for the Construction of Pedestrian Facilities on Highway 6 and 1 between Gilbert Street and Orchard Street. Comment: The approval of this resolution is necessary for the City of Iowa City to submit a qualifying application for TA Set-Aside funding for the construction of necessary pedestrian and bicycle infrastructure along the Highway 1 and 6 corridor. 6.c Street Sweeper Procurement Resolution authorizing the procurement of one (1) street sweeper for S Streets Operations. Comment: This Resolution will approve the procurement of one (1) new Elgin Pelican NP Street Sweeper for Streets Operations. Sourcewell cooperative contract 093021-ELG will be utilized for this procurement. Total purchase price is $240,595.00 which exceeds the $200,000.00 spending authority of the City Manager, thereby requiring Council approval. 6.d Burlington St / Hwy 1 Bridge Improvements Project 'D-3(0 Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and HDR Inc. 5-ee-- to provide engineering consultant services for the Burlington Street/Highway 1 Bridge Improvements Project. Comment: This agenda item approves the consultant agreement with HDR, Inc. of Cedar Rapids, IA for preliminary design services for the construction of the Burlington Street Bridge over the Iowa River. Consent Calendar- Setting Public Hearings 7.a Zoning Code Amendment - Tobacco Sales Oriented Retail Uses Motion setting a public hearing for October 1, 2024 on an ordinance amending Title 14, entitled "Zoning Code", to address tobacco sales oriented retail uses. (REZ24-0006) Comment: At its meeting on September 4, 2024, the Planning and Zoning Commission recommended approval of REZ24-0006 by a vote of 5-1 (Wade in the negative, Hensch absent). Following the Planning and Zoning Commission meeting, paragraph 8 of the ordinance has been added as a technical fix to account for the addition of 14-4E-5H in paragraph 7. 7.b 2024 Iowa City Parks Improvements Project Resolution setting a public hearing on October 1, 2024 on project manual and -D-3 7 estimate of cost for the construction of the 2024 Iowa City Parks Improvements Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public. Comment: This project generally includes improvements at four separate parks: a new park at 960 Shannon Drive; Brookland Park; College Green Park; and Calder Park. The new park at Shannon Drive includes a new shelter, playground, and sidewalk. Brookland Park includes a playground replacement and sidewalk. College Green includes a playground replacement, sidewalk, basketball court replacement, and cornhole boards. Calder Park includes a new trail segment connecting the park to Monument Hills Subdivision. The estimated cost of construction for this project is $ 593,000 and will be funded by the following accounts: the Calder Park Trail account #R4132; College Green Park Playground account #R4385; New Park Development— Shannon Drive account#R4409; and Brookland Park Playground account #R4410. 7.c Normandy Drive Storm Sewer Project Resolution setting a public hearing on October 1, 2024 on project manual and aL+- �,3g estimate of cost for the construction of the Normandy Drive Storm Sewer Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment: This agenda item begins the bidding process for the construction of the Normandy Drive Storm Sewer Project. September 17, 2024 Iowa City City Council Agenda Page 4 7.d Riverside Dr. Pedestrian Bridge at Iowa Ave. Project Resolution setting a public hearing on October 1, 2024 on project manual and D,y" - IA-39 estimate of cost for the construction of the Riverside Drive Pedestrian Bridge at Iowa Avenue Rehabilitation Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment: This project includes concrete and expansion joint rehabilitation as well as new handrail, electrical lighting, and bridge deck coating for the Riverside Drive pedestrian bridge at Iowa Avenue. The estimated construction cost is $1,300,000 available in the Riverside Dr. Pedestrian Bridge at Iowa Ave. Rehab Account #S3978. 8. Individuals will be provided 3 minutes to speak. Consider a Resolution Action: ��� AI-��r' 7I 10.b Short Term Permit for Use of ROW Ordinance amending Title 16, entitled "Public Works," Chapters 1, entitled 4+c137 "Streets, Sidewalks and Public Right of Way," Article A, entitled "Streets, Sidewalks and Public Right of Way Generally," Section 7, entitled "Permission Required, Public Right of Way" to establish a permit for short term use of the right of way. (Second Consideration) Comment: The City Code allows the City to enter into agreements for the use of the public right of way and by Council resolution the Public Works Director is authorized to sign them. City staff recommends the City Code be amended to create a simple permitting process for short term use of the right of way. The proposed ordinance allows the Public Works Director to issue a permit for use of the right of way for periods of 14 days or less. Staff is requesting expedited action. (Second Consideration) Comment: This action would allow the Director of Transportation Services to establish administrative rules for parking permits and would also establish an enforcement mechanism for parking permit violations. (Second Consideration) Comment: This action reduces the hourly metered parking rate in the core of Downtown Iowa City from $3.00 per hour to $2.25 per hour, establishes the rate for an evening and weekend parking permit for parking ramps, and updates the rate for evening and weekend parking permits for parking lots.
