6.a Make Up Air Units
a 4 _ D,4 l Resolution authorizing the procurement of Make Up Air Units.
Comment: This Resolution will approve the procurement of 3 Indirect Gas Fired
Make Up Air Units for the Napoleon Park Lift Station. This purchase will exceed
the $200,000 spending authority of the City Manager, thereby requiring Council
approval. Over the course of this contract the City expects to expend
approximately $245,948.00.
6.b Real Estate Purchase - 1002 &1006 North Summit Street
D q _ Resolution approving a purchase agreement for 1002 North Summit Street
and 1006 North Summit Street.
Comment: 1002 &1006 North Summit Street are vacant, undeveloped lots that
staff have identified as a suitable location for future affordable housing
development. The City will utilize ARPA dollars to acquire the land at a price of
$750,000.
6.c Pedestrian Mall Camera Project
4 Resolution accepting the work for the Pedestrian Mall Camera Project.
- ---� Comment: Construction of the Pedestrian Mall Camera Project has been
completed by Tri -City Electric Company of Davenport, Iowa, in substantial
accordance with the plans and specifications developed by Modus
Engineering Ltd. of Iowa City, Iowa.

6.d Rohret South Trunk Sanitary Sewer Project
Resolution accepting the work for the Rohret South Trunk Sanitary
Sewer Construction Project.
Comment: Construction of the Rohret South Trunk Sanitary Sewer Construction
Project has been completed by Maxwell Construction, Inc. of Iowa City, Iowa, in
substantial accordance with the Project Manual developed by Strand
Associates, Inc. of Madison, Wisconsin.
6.e Landfill Cell Project
_ Resolution accepting the work for the Landfill Cell FY23 Construction Project.
Comment: Construction of the Landfill Cell FY23 Construction Project has been
completed by Delong Construction of Washington, Iowa, in substantial
accordance with the Project Manual developed by SCS Engineers.
6.f Dodge Street Reconstruction Project
Resolution approving, authorizing and directing the Mayor to execute and the
City Clerk to attest a Pre -design Agreement by and between the Iowa
Department of Transportation and the City of Iowa City.
Comment: This item approves an agreement between the Iowa Department of
Transportation and the City of Iowa City for the reconstruction of Dodge
Street/Hwy 1 between Burlington Street and Governor Street. The Project will be a
joint project between the Iowa Department of Transportation and the City of Iowa
City and the agreement outlines the proposed cost sharing for the Project.
7. Consent Calendar - Setting Public Hearings
7.a Zoning Code Amendment - Redemption Centers
Motion setting a public hearing for October 15, 2024, on an ordinance amending
Title 14, Zoning Code, to allow redemption centers in commercial and industrial
zones. (REZ24-0007)
Comment: On September 18, 2024, the Planning and Zoning Commission
recommended approval of REZ24-0007 by a vote of 7-0. Approval will amend
Title 14, Zoning Code, to allow redemption centers in commercial and industrial
zones.

Public comment is intended so that members of the public may be heard by Council.
Because Community Comment is for items not properly noticed on the agenda,
Council cannot engage in discussion or debate due to open meetings laws.
Only in- person comments will be allowed for Community Comment. Public comment
forspecific agenda items, which must be directly related to that agenda item, may be
made in -person or remotely.
Individuals will be provided 3 minutes to speak. The Community Comment period
will end at T:00 p.m. unless an extension is needed to meet a minimum 30 minutes
of total time allocated for the Community Comment period.
The Mayor reserves the right to reduce the 3 minute period based on the
number of individuals desiring to speak. Additional comments can be sent to
the City Council via council@iowa-city.org or through the City Clerk's Office.

9.a Zoning Code Amendment - Tobacco Sales Oriented Retail Uses
Ordinance amending Title 14, entitled "Zoning Code", to address tobacco
sales oriented retail uses. (REZ24-0006)
Comment: At its meeting on September 4, 2024, the Planning and Zoning
Commission recommended approval of REZ24-0006 by a vote of 5-1 (Wade in
the negative, Hensch absent). Following the Planning and Zoning Commission
meeting, paragraph 8 of the ordinance has been added as a technical fix to
account for the addition of 14-4E-5H in paragraph 7. Correspondence included in
Council packet.

Resolution approving project manual and estimate of cost for the construction of
the 2024 Iowa City Parks Improvements Project, establishing amount of bid
security to accompany each bid, directing City Clerk to post notice to bidders,
and fixing time and place for receipt of bids.

Comment: This project generally includes improvements at four separate parks: a

new park at 1001 Shannon Drive; Brookland Park; College Green Park; and
Calder Park. The new park at Shannon Drive includes a new shelter, playground,
and sidewalk. Brookland Park includes a playground replacement and sidewalk.
College Green includes a playground replacement, sidewalk, basketball court
replacement, and cornhole boards. Calder Park includes a new trail segment
connecting the park to Monument Hills Subdivision. The estimated cost of
construction for this project is $ 593,000 and will be funded by the following
accounts: the Calder Park Trail account #R4132; College Green Park Playground
account #R4385; New Park Development — Shannon Drive account #R4409; and
Brookland Park Playground account #R4410.

Resolution approving project manual and estimate of cost for the construction of
the Normandy Drive Storm Sewer Project, establishing amount of bid security to

Comment: This agenda item begins the bidding process for the construction of
the Normandy Drive Storm Sewer Project.

Comment: This project includes concrete and expansion joint rehabilitation as
well as new handrail, electrical lighting, and bridge deck coating for the Riverside
Drive pedestrian bridge at Iowa Avenue. The estimated construction cost is

Account #S3978.

10.d Approval of the FY24 PRO Housing Grant Application
Resolution approving Iowa City's FY24 Pathways to Removing Obstacles to
_=J % Housing (PRO Housing) grant application to help address barriers leading to
the acute scarcity of affordable housing in Iowa City.
Comment: The Department of Neighborhood and Development Services (NDS)
,5e0, intends on applying for $2 million in FY24 PRO Housing grant funds to address a
critical issue within our community — the acute scarcity of affordable housing.
These funds would empower the City to undertake activities which will remove
barriers to affordable housing, increase housing production, and lower housing
costs for families over the long-term. In order to apply for funds, City Council must
approve the PRO Housing Grant Application. Staff is also requesting approval of
$1 million in funding as leverage for the application. Any correspondence received
will be included in the Council packet.

Ordinance amending Title 6, entitled "Public Health and Safety", to create a
new Chapter 11, entitled "Kratom", to prohibit its sale and distribution. (First
Consideration)

Resolution naming the new park at 1001 Shannon Drive as Adelaide Joy Rogers

Comment: This item names the new park at 1001 Shannon Drive as Adelaide Joy
Rogers Park. The land was recently deeded to the City as Neighborhood Open
Space by the Galway Hills Subdivision Part Ten. Adelaide Joy Rogers ran for
Parks Commissioner in 1921, the same year that Emma Harvat ran for, and was
elected to City Council. Adelaide Joy Rogers did not win this election but was a
lifelong Iowa Citian and a strong advocate for girls and women in educational and
recreational opportunities. The Parks and Recreation Commission recommends
naming this park as Adelaide
